Mayor Lindauer called the meeting to order at 7:00 pm.

MOVED Hammer SECONDED Albertson to approve the consent agenda with one correction to the minutes to add ‘will be forthcoming’ after electronic packets in Ms. Johnson’s report.  All Ayes.  Motion Carried.

Approval of Regular Agenda

MOVED Johnson SECONDED Pacheco to approve the regular agenda. All Ayes.  Motion carried.

1.   Amendment to Tax Increment Financing and Development Plan of DDA

Mayor Lindauer opened the public hearing at 7:50 pm.  Mayor Lindauer closed the public hearing at 8:14 pm.

Council Business

  1. FIRST READING: Ordinance No. 179

MOVED Albertson SECONDED Hammer to conduct First Reading of Ordinance No. 179 and set Ordinance No. 179 for Second Reading at the April 17, 2017 Council Meeting.  4 Ayes, 2 Nays (Johnson, Pacheco).  Motion carried.

Public Hearing­­

  1. Utility Rate Changes

Mayor Lindauer opened the public hearing at 8:22 pm.  Mayor Lindauer closed the public hearing at 8:34 pm.

Council Business

  1. Utility Rate Changes

MOVED Albertson SECONDED Hammer to adopt the proposed April 1st Utility Rate adjustments as recommended:

Effective April 1st, 2017, increase Ready to Serve Charge for Electric by $2/month per meter.  Recommended by MPPA.

Effective April 1st, 2017 decrease Water and Wastewater Ready to Serve Charge by $1/month per meter for each fund.

Increase Commercial and Industrial electrical rates by 3% beginning April 1st, 2017.

Increase overall  residential electrical rates by 3% beginning July 1, 2017

No Increase proposed for Water or Wastewater for FY 2017-18

All Ayes.  Motion Carried.

Public Hearing­­

  1. Public Input Meeting – MNRTF Grant Application

Mayor Lindauer opened the public hearing at 8:36 pm.  Mayor Lindauer closed the public hearing at 8:41 pm.

Council Business

  1. Resolution to Support Michigan Natural Resource Trust Fund (MNRTF) Grant Application

MOVED Pacheco SECONDED Hammer to approve the attached resolution of Authorization – Local Unit of Government Match without Donated Funds.  All Ayes. Motion Carried.

  1. Human Rights Commission Appointment

MOVED Hammer SECONDED Albertson to appoint Susan Morrel-Samuels to the Human Rights Commission with a term to expire 02/01/2020.  All Ayes.  Motion Carried.
