Call to Order

Mayor Johnson called the meeting to order at 7:00pm.   Roll Call was taken.

Approval of Consent Agenda

Meeting minutes of the June 1, 2020 regular meeting

Approval of Bills

MOVED Albertson SECONDED Iannelli to approve the consent agenda.  Roll Call Vote.  All Ayes.  Motion Carried.

Approval of Regular Agenda

MOVED Albertson SECONDED Pacheco to approve the regular agenda.  Roll Call Vote.  All Ayes.  Motion carried.

Council Business

Chelsea Police Department Policies and Department Training

City Council and Chief Toth held a discussion.  No Motion Made.

Resolution Opposing Systemic Racism and Discrimination

MOVED Albertson SECONDED Iannelli to adopt the Resolution Opposing Systemic Racism and Discrimination with the following two changes:  substitute the language in paragraph 6 with the language from section 33.1 of the Non-Discrimination Ordinance AND add ‘all other’ to paragraph 5 in front of ‘People of Color’.   Roll Call Vote.  All Ayes. Motion Carried.

Cavanaugh Investments, LLC Consent Agreement

MOVED Wiseley SECONDED Albertson to accept the terms of the consent agreement and authorize the Mayor to sign on behalf of the City with a FRIENDLY AMENDMENT that Attorney Flintoft or the Mayor can sign on behalf of the City.  The FRIENDLY AMENDMENT was accepted.   Roll Call Vote.  All Ayes. Motion Carried.

Short Term Rental for City Meetings

MOVED Albertson SECONDED Feeney to authorize the City Manager to sign a short-term lease for July, August and September 2020 for Suite 203 in the Clock Tower Complex for the rental price of $1,500 / month.  Roll Call Vote.  6 Ayes, 1 Abstain (Wiseley – due to his business relationship with the Clocktower space). Motion Carried.

2019-2020 Yearend Budget Amendments

MOVED Catherman SECONDED Albertson to Resolve that the City Council of the City of Chelsea does hereby adopt the attached line item budget amendments for the fiscal year 2019-2020.  Roll Call Vote.  All Ayes. Motion Carried.

Annual Other Post-Employment (OPEB) Liability Funding

MOVED Albertson SECONDED Wiseley to allow the City to transfer $25,000 to its established ICMA OPEB investment trust fund as budgeted for eligible employee and retire health insurance benefits.  Roll Call Vote.  All Ayes. Motion Carried.

Annual Electric Payment in Lieu of Taxes (PILOT) Transfer

MOVED Wiseley SECONDED Pacheco to complete the budgeted PILOT transfer as approved for the 2019-2020 budget year.  Roll Call Vote.  All Ayes. Motion Carried.

Appointment of Employer Delegates to MERS Annual Meeting

MOVED Catherman SECONDED Iannelli to appoint Karon Barbour as the City of Chelsea’s Officer Delegate and Ed Toth as Alternate Officer Delegate to the Michigan Municipal Employees’ Retirement System annual meeting.  Roll Call Vote.  All Ayes. Motion Carried.

Council Member Catherman Resignation

MOVED Pacheco SECONDED Wiseley to accept Council Member Catherman’s resignation with deep regret; and wish him and his family best wishes in the next chapter of their lives.  Roll Call Vote.  6 Ayes, 1 Abstain (Catherman).  All Ayes. Motion Carried.
