MOVED Hammer SECONDED Albertson, with a Friendly Amendment by Mayor Johnson to correct a spelling error on page 7 of the minutes, to approve the consent agenda.  All Ayes.  Motion Carried.

Utility Rates

MOVED Albertson SECONDED Hammer to approve the proposed utility rate adjustments:

Effective April 1st, 2018, increase Ready to Serve Charge for Electric by $2/month per meter.  Recommended by MPPA.

Increase Commercial & Industrial electrical rates by 10% beginning April 1st, 2018.

Increase residential electrical rates by 5% beginning July 1, 2018.

No increase proposed for Water or Wastewater for FY 2018-19.

All Ayes.  Motion Carried.

Parks and Recreation Commission Appointments

MOVED Feeney SECONDED Hammer to appoint Christina Wingate to the Parks and Recreation Commission for a 2-year term to expire March 1, 2020.  All Ayes.  Motion Carried.

MOVED Feeney SECONDED Hammer to appoint Samuel Angus to the Parks and Recreation Commission for a 1-year term to expire March 1, 2019.  All Ayes.  Motion Carried.

Housing Research Advisory Commission Appointments

 

MOVED Catherman SECONDED Pacheco to appoint Adam Ellison as Planning Commission representative to the Housing Research Advisory Commission for a 1-year term.  All Ayes. Motion Carried.

MOVED Hammer SECONDED Albertson to appoint Terris Ahrens as Real Estate Professional to the Housing Research Advisory Commission for a 1-year term.  6 Ayes, 1 Nay (Pacheco).  Motion carried.

MOVED Catherman SECONDED Albertson to appoint Joshua Tucker to the Housing Research Advisory Commission for a 1-year term.  All Ayes. Motion Carried.

MOVED Pacheco SECONDED Iannelli to appoint Vincent Elie to the Housing Research Advisory Commission for a 1-year term.  All Ayes. Motion Carried.

MOVED Albertson SECONDED Hammer to appoint Mackenzie Pfeiffer to the Housing Research Advisory Commission for a 1-year term.  All Ayes. Motion Carried.

Sustainability Advisory Commission Appointments

MOVED Iannelli SECONDED Hammer to appoint:

John Salyer as Building Professional to the Sustainability Advisory Commission for a 1-year term.

Craig Toepfer as member with Alternative Energy Experience to the Sustainability Advisory Commission for a 1-year term.

Brian Bieber as At-Large member to the Sustainability Advisory Commission for a 1-year term.

Thomas Girard as At-Large member to the Sustainability Advisory Commission for a 1-year term.

All Ayes.  Motion Carried

Special Event Permit – Monitor Base Ball Club

MOVED Albertson SECONDED Iannelli with a friendly amendment by Mayor Johnson to clarify this is for the use of Timbertown field, to adopt the resolution approving Special Event Permit #21, Monitor Base Ball Club of Chelsea’s use of Timbertown field with the contingency that an updated Certificate of Insurance is submitted prior to the event.   Roll Call Vote.   All Ayes.  Motion carried.

Resolution for Outdoor Café Tables – Los Tres Amigos

MOVED Feeney SECONDED Hammer to adopt the resolution of support for the Sidewalk Café and agree to accept responsibility of permit enforcement with the conditions stated in the resolution.  Roll Call Vote.  All Ayes.  Motion carried.

Ordinance No. 166-2018-18 Second Reading & Adoption

MOVED Albertson SECONDED Hammer to accept the Second Reading and adopt Ordinance No. 166-2018-018.  Roll Call Vote.  All Ayes.  Motion carried.

Human Rights Commission (HRC) Request for Funds

MOVED Feeney SECONDED Hammer to approve the HRC request of $500 for expenses related to the Public Awareness Plan and Survey.  All Ayes.  Motion carried.

MOVED Feeney SECONDED Albertson to move into Closed Session for the purpose of discussing negotiation strategies for Collective Bargaining and Attorney-Client Privileged Communication regarding litigation strategy related to the Mote; et al case.  Roll Call Vote.  All Ayes.  Motion Carried.

MOVED Hammer SECONDED Feeney to move out of Closed Session.   All Ayes. Motion Carried.
