INFORMATION: While on routine patrol, officers responded to the area of the 800 block of W. As the officer approached the area, he observed a vehicle matching the description approaching the officer on W. Middle Street. The officer turned the patrol vehicle around and began following the vehicle in question. The officer reported that the vehicle had nearly struck a curbed median area, and shortly after that point, the officer initiated the emergency lights and siren to stop the vehicle in the 500 block of  Wilkinson Street. The driver of the vehicle immediately got out of his vehicle and began walking towards the patrol vehicle. The officer noted that there was a strong odor of alcohol on his person, the driver’s eyes were glossy, and his speech was heavy and labored. The driver refused to comply with any of the officer’s requests and refused to comply with any field sobriety tests.
