Mayor Lindauer called the meeting to order at 7:00 pm.

Approval of Consent Agenda

Meeting minutes of the December 19, 2016 regular meeting

Approval of Bills

MOVED Hammer SECONDED White to approve the consent agenda.  All Ayes. Motion Carried.

Approval of Regular Agenda

MOVED White SECONDED Albertson to approve the amended agenda with the removal of item 1, and merging 2 and 2A into one agenda item.  All Ayes.  Motion Carried.

2 – 2A Human Rights Commission Process Discussion and Appointment Discussion.

MOVED Johnson SECONDED Hammer to direct staff to place a closing date for applications for the Human Rights Commission of January 11th, 2017 on the City Website. All Ayes.  Motion Carried.

MOVED Pacheco SECONDED White to direct staff to place the Human Rights Commission Appointments on the Council agenda for the next City Council meeting on January 17th, 2017.  All Ayes.  Motion Carried.

MOVED Pacheco SECONDED Feeney to place discussion for amending the Rules of the City Council policy regarding end date for open application periods on the January 17th, 2017 Council Meeting Agenda.   All Ayes.  Motion Carried.

  1. Request Public Hearing for Chelsea Milling’s IFT Application

MOVED Hammer, SECONDED White to set the public hearing to review the application for Industrial Facilities Tax Exemption for Chelsea Milling Company for Monday, February 6, 2017.  All Ayes.  Motion carried.

  1. Set Work Session with Lima Township

MOVED Johnson SECONDED Feeney to request a joint work session with Lima Township for Monday, January 30th, 2017 at 6.00 p.m.  All Ayes.  Motion carried.

  1. Parks Committee Recommendation-Useable Open Space Ordinance

MOVED White SECONDED Albertson to request Planning Commission draft an ordinance that all new developments/redevelopments include useable open space and connections to existing or planned pedestrian/bicycle paths.  All Ayes.  Motion carried

  1. Request to Hire Consultant for Grant Proposal-TAP Grant (Hanifan)

MOVED Albertson SECONDED Pacheco to authorize up to $20,000 to hire a consultant to compile a Transportation Alternative Program (TAP) Grant Application.  All Ayes.  Motion carried.
