  1. Energy Services Project (ESP) Power Purchase Commitment Authorization (Manager Colburn)

MOTION Merkel SECONDED Iannelli to approve the Energy Services Project Power Purchase Commitment Authorization between MPPA and the City of Chelsea, over nine years beginning January 1, 2027 through December 31, 2035, in the amount not-to-exceed $6,170,608.88, and authorizing the City Manager as the Member Authorized Representative to sign said agreement. All ayes. Motion carried.

  1. Citizen Agenda Item Request – Noise Ordinance Exemption – New Year’s Eve

MOTION Mehuron SECONDED Merkel to permit the limited exemption to the noise ordinance for the New Year’s Eve party to be held at the train depot until 12:15 a.m. All ayes. Motion carried.

  1. Discussion Regarding Immigration Status Ordinance (Council Member Mehuron)

MOTION Mehuron SECONDED Keaton to direct legal counsel and staff to draft a First Reading Ordinance regarding Immigration Status based on the Ann Arbor City model. All ayes. Motion carried.

  1. Approval of City Council Meeting Calendar for 2025 (Clerk Sebestyen)

MOTION Merkel SECONDED Keaton to approve the City Council Meeting Calendar for 2025. All ayes. Motion carried.

  1. Authorization for City Manager to Approve End of Year Payables (Director King)

MOTION Keaton SECONDED Merkel to give authorization to the City Manager to approve payables processed between December 5, 2024, and the first council meeting in January 2025.  All ayes. Motion carried.

  1. Electric Line Installation via Directional Bore from Palmer Park to new MSPA Park Location (Operations Manager Stevens)

MOTION Ruddock SECONDED Keaton to approve payment in the amount of $37,415 to Hardrock HOD, Inc. All ayes. Motion carried.
