  1. Approval of Appointment to the Human Rights Commission (Mayor Pacheco)

MOTION Mehuron SECONDED Henson to appoint John Luther to the Human Rights Commission for a term ending February 1, 2026. All ayes. Motion carried.

  • Approval of Easements for DTE Utility Work (Attorney Fink)

MOTION Keaton SECONDED Merkel to approve as to form, the easements in favor of DTE and to authorize the Mayor to sign the easements on behalf of the City. All ayes. Motion carried.

  • Adopt at Second Reading Ordinance No. 191 – Deer Feeding (Attorney Fink)

MOTION Keaton SECONDED Merkel to adopt at Second Reading Ordinance No. 191 – Deer Feeding Ban. 5 ayes, 1 nay. Motion carried.

  • Approval of City of Chelsea Participation in the MPPA Retail Energy Improvement Program (Interim City Manager Thompson)

MOTION Merkel SECONDED Henson to approve the agreement authorizing participation in the Retail Energy Improvement Program Project as administered by the Michigan Public Power Agency. All ayes. Motion carried.

  • Approval of Purchase of DDA Broom Tractor (Superintendent Bollinger)

MOTION Henson SECONDED Iannelli to approve the purchase of the Ventrac Broom Tractor from Superior Saw for $41,567.00. All ayes. Motion carried.

  • Adopt Resolution #2025-23 Approving a Special Event Permit (Clerk Sebestyen)

MOTION Iannelli SECONDED Henson to Adopt Resolution #2025-23 approving the special event permit application for a community organizing event – No Kings Day 2.0 to be held at Pierce Park on October 18, 2025. All ayes. Motion carried.

CLOSED SESSION

MOTION Keaton SECONDED Henson to enter into closed session to consider material exempt from discussion or disclosure by state or federal statute. All ayes. Motion carried.

MOTION Keaton SECONDED Henson to exit the CLOSED SESSION and return to the regular session. All ayes. Motion carried.

MOTION Merkel SECONDED Iannelli to direct the Interim City Manager and City Attorney to come back to City Council with proposals relating to the discussion. All ayes. Motion carried.
