  3. Citizen Agenda Item Request – Cross Walk on M-52 between Maple Street and Hickory
    Street
    MOTION Ruddock SECONDED Keaton to table this item to the next council meeting
    where the resident would be available to attend. All ayes. Motion carried.
  4. Proclamation for Constitution Week (Mayor Pacheco)
    MOTION Merkel SECONDED Iannelli to approve the proclamation recognizing
    September 17, 2024, through September 23, 2024 as Constitution Week in the City of
    Chelsea. All ayes. Motion carried.
  5. Adopt Resolution #2024-26 Supporting the Repeal of Public Act 389 of 2016 (Council
    Member Mehuron)
    MOTION Merkel SECONDED Keaton to adopt Resolution #2024-26 Supporting the
    Repeal of Public Act 389 of 2016. Roll call vote. All ayes. Motion carried.
  6. MSPA – VIRIDIS design concept for MSPA Park (Manager Colburn)
    MOTION Ruddock SECONDED Merkel to accept the design of the Main Street Park as
    presented by MSPA and VIRIDIS Design. All ayes. Motion carried.
  7. MPPA & City of Chelsea Power Sales Contract for Belle River Project (Manager
    Colburn)
    MOTION Keaton SECONDED Merkel to approve MPPA Project Support Contract
    between the City of Chelsea and Michigan Public Power Agency regarding the Belle
    River Energy Project. All ayes. Motion carried.
  8. Approval of Agreement with WCA for Assessing Services (Manager Colburn)
    MOTION Merkel SECONDED Keaton to approve the contract renewal with WCA
    Assessing for professional assessing services for the period of October 1, 2024, through
    September 30, 2027, for the annual amounts listed in the contract. All ayes. Motion
    Carried.
  9. Adoption of Resolution #2024-27 supporting MSPA’s submission of a Connecting
    Communities Grant Application to Washtenaw County Parks & Recreation. (Assistant
    City Manager Montenegro)
    MOTION Merkel SECONDED Iannelli to adopt Resolution #2024-27 in support of
    MSPA’s submission of a Connecting Communities grant application to Washtenaw
    County Parks & Recreation. Roll Call Vote. All ayes. Motion Carried.
  10. Second Reading of Zoning Ordinance Text Amendment-Solar Ordinance (Planners
    Montagno and Marin)

MOTION Keaton SECONDED Merkel to adopt at Second Reading the Zoning Ordinance
Amendment to the Solar Ordinance. Roll Call Vote. All ayes. Motion carried.

  1. Approval of Purchase of Orange City Trash Bags (Superintendent Lampel)
    MOTION Iannelli SECONDED Morris to approve the purchase of orange City trash bags
    from Petoskey Plastics for $22,628.00 per year for three years. All ayes. Motion
    carried.
  2. Approval of Rental of Screener for Compost (Superintendent Lampel)
    MOTION Merkel SECONDED Morris to approve the rental of a compost screener,
    mobilization, and trucking of sand from Lester Brothers in the amount of $20,000. All
    ayes. Motion carried.
