Mayor Lindauer called the meeting to order at 7:00 p.m.

Meeting minutes of the September 6, 2016 regular meeting

Approval of Bills

MOVED Hammer SECONDED Albertson to approve the consent agenda.  All Ayes.  Motion Carried.

Approval of Regular Agenda

MOVED Johnson SECONDED Feeney to approve the regular agenda.  All Ayes.  Motion carried.

MOVED Albertson SECONDED White to approve the Special Assessment Resolution. All Ayes.  Motion Carried.

  1. Chelsea Tax Exemption Ordinance – Sharon Ann Apartments Second Reading

MOVED Johnson SECONDED Hammer to adopt the second reading of the Chelsea Tax Exemption Ordinance with the revisions stated; remove item C from section 3 and then re-letter from A-G.  All Ayes.  Motion Carried.

  1. First Consent Decree

MOVED Johnson SECONDED Pacheco to approve the First Consent Decree: Shauna M. Mote, Deborah Clark, et al vs. City of Chelsea, MI.  6 Ayes, 1 Nay (Albertson).  Motion Approved.

  1. Information Technology Support Agreement

MOVED Albertson SECONDED Hammer to approve the I.T. Right support agreement as presented.  All Ayes.  Motion Approved.

  1. Community Center – Resolution to Support Establishment of a Chelsea Area Community Center

MOVED Pacheco SECONDED Albertson to adopt the Resolution to Support Establishment of a Chelsea Area Community Center.  All Ayes.  Motion Carried.

  1. Board, Committee and Commissions Policy Amendment #2

MOVED Johnson SECONDED Feeney to bring back to council for final review an amendment to Rules of the City Council with the proposed Item F, Number 5 (Option 1 or Option 2) regarding Board, Committee and Commission Appointments with the following updates: acknowledge receipt of application and notify applicant of final disposition, strike the ZBA language and replace with ‘under current state law council is authorized to make appointments’, and have consistent language with the Rules of Council.   6 Ayes, 1 Nay (Lindauer).  Motion Carried.
