As always, there are two opportunities for non-arranged public participation: one near the beginning of the meeting and one near the end of the meeting. Those who notify the City office before 5:00p Monday of the week preceding the meeting will be included on the agenda under pre-arranged participation.

Near the beginning of the meeting, we will hear from Theo Eggermont, Washtenaw County Public Works Director regarding the Washtenaw Regional Resource Management Authority’s (WRRMA) Quality Improvement Grant Program. The packet includes a presentation outlining the WRRMA’s goal of reducing contamination of recyclables by 40% by implementing a targeted education and audit effort in the City this summer. Education of and outreach to residents will occur through a variety of media. Individual toters will be inspected and residents will receive feedback about their recyclables.

City resident Jim McCargar will share his thoughts regarding text amendments to the City Zoning Ordinance addressing self-storage units. See below for additional details about the proposed text amendments. 

Following the first opportunity for non-arranged participation, Council will consider the Mayor’s recommendation to appoint Joe Semifero to fill the Council seat vacated by Julie Knight (term ending November 2022). See the packet for the Mayor’s full recommendation and a description of the process for filling the vacancy.

Council will consider and discuss the following (with clarifying excerpts from the packet):

  • Bond Authorizing Resolution Issuance of 2021 Capital Improvement Bonds for the Purchase of 3515 Broad Street (Justin Breyer, Interim City Manager and City Clerk)
    • The City of Dexter entered into a purchase agreement to purchase property located at 3515 Broad Street for the location of City Offices (media coverage here).
    • Per the discussion with Tom Colis during the May 10, 2021 meeting, the attached resolution identifies the following parameters for the bond: $2,500,000 bond issuance; one issuance series of tax-exempt bonds; 20-year payback period; and an option of refunding or early bond repayment starting in 2032.
  • Bond Issuance and Underwriting Costs in an Amount not to Exceed $65,500 (Justin Breyer, Interim City Manager and City Clerk)
    • During the April 12, 2021 meeting, City Council approved a series of proposals for due diligence services to evaluate the purchase of 3515 Broad St. Along with the City Council’s approval of the bond authorizing resolution, Council will also need to approve the costs associated with the issuance and underwriting of the bonds. As identified on the attached page from Baker Tilly, these costs total $65,500.
  • Adoption of the City of Dexter 2021-2026 Capital Improvements Plan (CIP) Resolution (Mike Auerbach, Assistant Planner)
    • The CIP is a program that projects and coordinates public expenditures to improve the City’s transportation and utility systems, facilities, and other capital assets over a six-year period. The Planning Commission prepares and updates the CIP on an annual basis under the authority of the Planning Enabling Act (PA 33 of 2008), as amended. It is the Planning Commission’s goal that the CIP be used as a tool to implement the City’s Master Plan and assist in preparing the upcoming fiscal year’s budget.

  • Self-Storage Facility Zoning Ordinance Text Amendments (Mike Auerbach, Assistant Planner)
    • Council is scheduled to consider the Planning Commission’s recommended amendments to the City of Dexter Zoning Ordinance that would establish self-storage facilities as a special land use in the I-1 Limited Industrial District, subject to conditions.
    • See the packet for additional details, including summaries of previous public comments addressing these amendments.
  • Conflict of Interest Ordinance (Justin Breyer, Interim City Manager and City Clerk)
    • Per City Charter Section 5.06: The use of public office for private gain or the appearance of private gain is prohibited. The City Council shall implement this prohibition by ordinance. This ordinance shall include a statement of purpose and shall provide for reasonable public disclosure of finances by officials and staff who provide input into the decision of making significant monetary expenditures, contractor selection and regulatory matters, and insofar as permissible under state law shall provide for fines and imprisonment for violations.
  • Dexter Area Fire Department Request Regarding Fire Station Temporary Facilities (Justin Breyer, Interim City Manager and City Clerk and Michelle Aniol, Community Development Manager)
    • Dexter Area Fire Department Chief Robert Smith has prepared a memo and supporting information regarding Dexter City Fire Station Temporary Facilities.
    • Per Chief Smith’s memo:
      • “...the living and work conditions at the Dexter City Fire Station are substantially less that (sic) minimum generally recognized standards and not in compliance with current building and fire codes. [...] The proposed temporary structure is a 24’ by 60’ modular building with a customized interior. [...] an estimate for initial installation at approximately $54,045 and a monthly rental fee of $7,450 per month for this project. [...] I stress that this needs to be considered a temporary resolution to current problem (sic) and will not withstand the test of time. I strongly urge City Council to consider this temporary option to improve the working and living conditions of our Fire Fighters.”
