Dexter City Council Virtual Work Session and Meeting

Dexter City Council Virtual Work Session (@6p) and Meeting (@7p) on Monday, August 23 via Zoom.

WORK SESSION (@6p)

The purpose of the work session is to continue reviewing and updating our Council Norms document, a document that outlines norms for conducting Council business, including where and when Council meets, the standard order of business (i.e., order of agenda items), council member behavior, and how council member vacancies will be filled.

REGULAR MEETING (@7p)

As always, there are two opportunities for non-arranged public participation: one near the beginning of the meeting and one near the end of the meeting. See the agenda for details.

Council will discuss and/or consider (i.e., take action on) the following (with clarifying excerpts from the packet):

    • City Council Organizational Matters (Justin Breyer, City Manager and City Clerk; Ryan Bellas, Management Intern)
      • Following elections for City Council and the appointment of new members, City Council traditionally meets to review and discuss updates to the Organizational Matters document. This resolution lists Council and staff representatives to various boards and commissions as well as the designation of firms and individuals for various responsibilities.
    • Adoption Ordinance to Re-Codify the General Code of Ordinances (Justin Breyer, City Manager and City Clerk; Ryan Bellas, Management Intern)
      • Per City Charter Section 8.08 Authentication and Recording: Codification, Printing of Ordinances and Resolutions: (b) Within three years after adoption of this charter and at least every three (3) years thereafter, the City Council shall provide for the preparation of a general codification of all city ordinances and resolutions having the force and effect of law.
      • If City Council is comfortable with this process and the attached draft of the Adopting Ordinance, then an item will be included on City Council’s September 13th meeting to set a public hearing for October 11th to consider the Adopting Ordinance.
    • Traffic Control Order Requests and Signage (Justin Breyer, City Manager and City Clerk; Ryan Bellas, Management Intern)
      • City Council’s adoption of the Traffic Control Order Policy during the August 9, 2021 meeting is timely, as there are a number of traffic control order requests that have been recently submitted for the City’s consideration. The following TCO-related items have been summarized for City Council’s review and discussion. If City Council is supportive of pursuing any or all of the following items, staff will proceed with appropriate investigations.
        • Right Turn Only Signage at Central St.
        • No Parking Signage at 5th St. and Alley
        • Broad Street Speed Limit Signage
        • Downtown Pedestrian Only Stencils
        • Farmers Market Parking Signage
        • Championship Signage
    • Connecting Communities Grant Application (Justin Breyer, City Manager and City Clerk)
      • Representatives from the County Parks and Huron Waterloo Pathways Initiative indicated that they could be ready for construction of the City of Dexter portion of the Dexter-Chelsea Connector Trail as soon as 2023. Walking that construction schedule back, this would require grant writing and permitting in 2022. Further, engineering on the project would need to start as soon as possible.
      • While the City has not budgeted for any activities related to this project for the current fiscal year, the County and HWPI representatives indicated that if the City is willing to serve as the fiduciary for the engineering activities, these activities would be eligible for grant funding through the Connecting Communities program. Additional funding could be sought through HWPI to make-up any difference between the Connecting Communities grant and the cost of the engineering proposal. Between these two funding sources, it is likely that no City funds would have to be contributed to this phase of the project.
    • MIOSHA’s Center for Education and Training (CET) Consultation Services (Mike Auerbach, Assistant Planner)
      • During the July 26, 2021 meeting, City Council directed staff to contact MIOSHA to inquire about advisory services that they provide [in reference to the City’s fire station located at 8140 Main Street]. This memorandum summarizes staffs’ discussion with Mr. Anthony Syrovy, a MIOSHA Center for Education and Training (CET) Division occupational safety consultant who serves the Dexter area, about CET’s health and safety consultation services.
    • NFPA 1500 Report and Fire Chief’s Letter Regarding 8140 Main St. (Justin Breyer, City Manager and City Clerk)
      • Attached to this memo is information provided by Chief Smith in response to City Council’s request for DAFD’s NFPA 1500 Report and information regarding occupational health and safety issues at 8140 Main St. This information was included as a Communication Item in the July 26, 2021 City Council meeting packet.
