Notice of Public Hearing on Proposed 2022 Project Plan for the Wastewater Treatment Plant and Collection System Improvements

NOTICE OF PUBLIC HEARING

The City of Saline will hold a public hearing on the proposed 2022 Project Plan for the Wastewater Treatment Plant and Collection System Improvements for the purpose of receiving comments from interested persons.

The hearing will be held at approximately 6:00 p.m. on June 13, 2022 at the following location: Saline City Hall, 100 North Harris Street, Saline, Michigan, 48176.

The purpose of the proposed projects is to facilitate improvements to the City’s existing wastewater treatment plant and sanitary sewer collection system. The projects were identified as part of the WWTP Asset Management Plan, Wastewater Treatment Siting Study, and Sewer System Evaluation Report. The improvements are proposed to address aging infrastructure and improve treatment capacity and WWTP operations. The project will also include improvements to the existing collection system to address sewer capacity and reduction of infiltration into the system. The improvements will help ensure that the City continues to adequately treat sewage flows in accordance with its existing National Pollutant Discharge Elimination System (NPDES) Permit. The projects are proposed to be completed over the next five years as summarized below:

The opinion of probable total project cost is $86,215,000 with a projected annual reduction of $29,400 in operation and maintenance costs. Not all proposed projects may be completed, depending on needs identified as the fiscal year approaches.

Phase I improvements will include the following; collection system and influent sewer improvements, construction of 1.5 MG Equalization Basin, construction of influent screening and pumping building, primary clarifier modifications and expansion, secondary treatment improvements with construction of aeration tank with Blower and RAS pumping building, final clarifier modifications and expansion, digester modifications and electrical, instrumentation and SCADA system improvements.

The Westbelt sewer and structural rehabilitation includes removal of inflow/infiltration (I/I) sources and replacement of 9,400 feet of existing Westbelt sewer.

Phase II improvements will include the following; primary and final clarifier expansion, and solids handling system improvements.

Beneficial impacts of the proposed projects include the removal of infiltration from the collection system and decreased wet weather flows to the WWTP. In addition, the likelihood of flooding and sewer backups in the collection system project areas will be reduced. The wastewater treatment projects will replace existing assets that have reached the end of their useful life and install equipment that is more efficient, resulting in energy savings, increased treatment efficiency, and higher treatment capacity. The construction of the proposed equalization basin will allow the WWTP to improve operation during peak wet weather flows. The expansion of the WWTP treatment systems will improve treatment reliability and system treatment capacity. Adverse impacts are all short term, including temporary disturbance of the surrounding areas due to construction, traffic disruption, dust, and noise. There are no expected long-term, negative impacts from any of the proposed projects.

The City plans to fund the construction of the SRF eligible portion of the projects through low interest EGLE State Revolving Fund (SRF) loans. The predicted increased quarterly cost to a typical residential user for the projects will be as follows:
