Call to Order

Mayor Johnson called the meeting to order at 7:00pm.

Approval of Consent Agenda

  1. Meeting minutes of the April 1, 2019 regular meeting
  2. Approval of Bills 
  3. Traffic Control Order No. 19-480

MOVED Hammer SECONDED Pacheco to approve the consent agenda.  All Ayes. Motion Carried.

Approval of Regular Agenda

MOVED Feeney SECONDED Pacheco to approve the regular agenda. All Ayes.  Motion carried.

Council Business

1.  Parks and Recreation Commission Appointment – Christine Mehuron

 MOVED Hammer SECONDED Albertson to appoint Christine Mehuron to the Parks and Recreation Commission for a term to expire March 1, 2020.  All Ayes.  Motion Carried. 

2.  Human Rights Commission Appointment – Debra Hockersmith

    MOVED Feeney SECONDED Albertson to appoint Debra Hockersmith to the Human Rights Commission for the term ending 2/1/2022.  All Ayes.  Motion Carried.

3.  Proclamation Request – Eagle Scout Brennan Boone

 MOVED Pacheco SECONDED Albertson to approve the proclamation to recognize Brennan Boone’s achievement of the rank of Eagle Scout.  All Ayes.  Motion Carried.

4.  Proclamation Request – Zachary Handloser Eagle Scout

MOVED Albertson SECONDED Hammer to approve the proclamation to recognize Zachary Handloser’s achievement of the rank of Eagle Scout.  All Ayes.  Motion Carried.

5.  Special Event Permit – Monitor Base Ball club

MOVED Pacheco SECONDED Hammer to adopt the resolution approving Special Event Permit #26, Monitor Base Ball Club of Chelsea’s use of Timbertown Field.  Roll Call Vote.  All Ayes. Motion Carried.

6.  Ordinance No. 166-2019-20 First Reading

MOVED Feeney SECONDED Hammer to accept the First Reading of Ordinance No. 166-2019-020 to read as:

“Where a PUD district is exclusively used for single family residential purposes (not mixed use) the maximum lot coverage (LC) may be increased to not more than 35% for properties for developmentthat promote clustering of dwelling units, variety of housing design, connections to existing or planned pedestrian/bicycle paths, and/or permanent preservation of open space or natural features and/or recreational  areas.creative recreational real opportunities.”

AND place Second Reading of Ordinance No. 166-2019-020 on the Council Agenda for May 20,2019 for Second reading and adoption.   Roll Call Vote.  All Ayes.  Motion Carried.

7.  Adoption of P.A. 152 – 80/20 Cost Sharing for Health Insurance

MOVED Hammer SECONDED Albertson to adopt the 80/20 Cost Sharing Model resolution as presented. Roll Call Vote.  All Ayes.  Motion Carried.

8.  Approve City Items for Public Auction

MOVED Feeney SECONDED Catherman to approve the sale by auction of a 1999 Ford F-250, 2001 Ford F-250, 2004 Ford F-350, 1988 Ford F-350 dump truck, 2010 Ford 

Crown Victoria, and various minor equipment identified.  All Ayes. Motion Carried.
