Flanders Street Project

MOVED Albertson SECONDED Catherman to direct staff to finalize construction plans and to bid the Flanders Street Project.  All Ayes. Motion Carried.

2018 – 2019 Yearend Budget Amendments

MOVED Hammer SECONDED Albertson BE IT RESOLVED, that the City Council of the City of Chelsea does hereby adopt the attached line item budget amendments for the fiscal year 2018-2019.   Roll Call Vote.  All Ayes. Motion Carried.

Special Event Permit – Chamber of Commerce

MOVED Feeney SECONDED Albertson to adopt the resolution approving Special Event Permit #27, Chelsea Chamber of Commerce’s use of the Palmer Commons Parking Lot on September 21st, 2019 from 2:00pm to 10:00pm contingent upon the submission of an updated insurance certificate.  Roll Call Vote. All Ayes.  Motion Carried.

Purchase of 2019 Hino Packer Truck

MOVED Pacheco SECONDED Hammer to approve the lease-purchase of a new 2019 Hino truck with a 20-yard packer body for the price of $160,000 from Interstate Truck Source.  All Ayes.  Motion Carried.

Part-time Employee Wage Increase

MOVED Catherman SECONDED Albertson to approve a 2% wage increase for all part-time employees effective as of July 1, 2019.  All Ayes. Motion Carried.

Non-Union Salaried Employee Wage Increase

MOVED Albertson SECONDED Hammer to approve a 2% wage increase for all non-union salaried employees effective as of July 1, 2019.  All Ayes. Motion Carried.

Annual Other Post-Employment Benefit (OPEB) Liability Funding

MOVED Feeney SECONDED Catherman to allow the City to transfer $25,000 to established ICMA OPEB investment trust fund as budgeted for eligible employee and health insurance benefits.  All Ayes. Motion Carried.

Annual Electric Payment In lieu of Taxes (PILOT) Transfer

MOVED Albertson SECONDED Hammer to complete the budgeted PILOT transfer as approved for the 2018-2019 budget year.  All Ayes. Motion Carried.

Appointment of Employer Delegates to MERS Annual Meeting

MOVED Feeney SECONDED Pacheco to appoint Derik Bollinger as the City of Chelsea’s Officer Delegate and Ray Schmidt as Alternate Officer Delegate to the Michigan Municipal Employee’s Retirement System Annual Meeting.  All Ayes. Motion Carried.

Purchase L-3 in-car Video System, Upgrade Server, three L-3 Microphones

MOVED Albertson SECONDED Hammer to approve the purchase of one L-3 In-Car Video System Camera and accessories for a cost of $4,855.50.  All Ayes. Motion Carried.

MOVED Feeney SECONDED Albertson to approve the purchase of upgrading software for the L-3 server video system for a cost of $179.10.  All Ayes. Motion Carried.

MOVED Hammer SECONDED Catherman to approve the purchase of the VLX upgrade kit along with three wireless microphones and in-care base chargers for a cost of $1,147.50.  All Ayes.  Motion Carried.

Purchase of New Ford Police Interceptor Utility AWD in Black

MOVED Albertson SECONDED Feeney to adopt the Resolution to authorize the City Manager to execute this Agreement on behalf of the City of Chelsea and hereby accepts and binds the City of Chelsea to the terms and conditions of this Agreement. All Ayes.  Motion Carried.

MOVED Hammer SECONDED Albertson to move into Closed session for the purpose of discussing Real Estate. Roll Call vote.  All Ayes.  Motion Carried.
