Webster Township Regular Board Meeting
August 20, 2019, 7:00 P.M.
The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on July 16, 2019 at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barbara Calleja; Deputy Treasurer Lynda Savitski; Trustees John Westman, Brant Savander, Richard Kleinschmidt, John Scharf; Zoning Administrator Randy Raiford; Assessor Bill Sinkule and Deputy Clerk Donna Whitney; and 17 citizens.
Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on July 16, 2019. Carried.
Motion to approve the agendaas presented. Carried.
Motion to support the Webster Township resolution acknowledging Carol Whitney’s service to Webster Township for 13 years until her death on August 17, 2019. Carried.
Public Hearing Scully Road
Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills
received before the September 17, 2019 meeting. Carried.
Open Burn & Demolition Flyer deferred to September 17, 2019 board meeting.
Performance Review deferred to September 17, 2019 board meeting.
Motion to postpone Washtenaw County Road Commission Representation until County Commissioner Sue Shink presents at the September 17, 2019 board meeting, then action can be taken at the October 15, 2019 board meeting. Carried.
AMAR Review Presentation, Bill Sinkule
Motion to go into closed session at 8:30 p.m. to hear the opinion of township attorney’s in regards to Scully Road. Carried.
Motion to return to opens session at 8:41 p.m. Carried.
Motion to hire a professional engineering firm to evaluate the condition of Scully Road as required by the private road ordinance. Carried.
Motion to postpone the decision on the Scully private road ordinance until we receive the engineering report. Carried.
Ethics Policy Review
Motion to approve paying member ship dues to the Huron River Watershed Council in the amount of $634.70. Carried.
Motion to approve a budget amendment eliminating a line item and adding another in its place. The amount will remain unchanged at $5,381.24. Carried.
Motion to approve a contract not to exceed $8000 to Macon Engineering. Carried.
Motion to approve the Webster Fall Festival Permit for Saturday, September 28, 2019 with the understanding that dogs are allowed on the township grounds for demonstration purposes only. Carried.
Motion to approve the compensation to the Deputy Treasurer at the Treasurer rate until a new Treasurer has been appointed and received the oath of office. Carried.
Motion to approve the PDR expenditure of $1250 as a 50% reimbursement to Spencer Ford for an environmental site assessment performed on August 20, 2018 by Envirologic. Carried.
Motion to adjourn the meeting at 9:23 p.m. Carried.
