Board Meeting Unapproved Minutes
October 26 , 2016 at 7pm
9773 Mt. Hope Road, Munith, MI 49259
Call to Order: 7:10 p.m.
Present: Lance, Kitley, Walz, Richardson. Absent: Parks. Also present, Charlie Barnum, Building Inspector, 9 residents and 2 representatives from the Jackson County Library.
Public Comment: The two representatives from Jackson County Library spoke of the services provided by the library and the importance of a yes vote for the millage on the November 8th ballot.
Consent Agenda: Kitley motioned with support from Richardson to accept the consent agenda as presented. Aye/all; no/none. Absent: Parks. Motion carried. Charlie Barnum said that things have picked up again in the building permits.
Correspondence: Correspondence was addressed.
Lance instructed the Planning Commission to proceed with work on a Sign Ordinance and all ordinances that would fit our community.
Lance pointed out that since we were holding the board meeting in the Phase II building and that it is very near total completion, it is ready for holding our first election in it on November 8, 2016. Gary Greene achieved the building completion at the time promised.
Beals reported that the Planning Commission is nearing the completion of the Master Plan. It will be given to the Board very soon.
Putting a newsletter in with the December property tax bills was discussed. It will need a lot of updating.
A landscaping bid was approved with contingencies 1) putting an ad in the newspaper for bids from others and 2) signage.
Walz motioned with support from Richardson to approve the boundary adjustment for Jason and Nicole Patrick with Parent parcel # 000-05-01-376-001-03 and parcel # 000-05-01-376-001-04 becoming new parent parcel # 000-05-01-376-001-05 41.84 acres and new split parcel # 000-05-01-376-001-06 5.91 acres. Aye/all; no/none. Absent: Parks. Motion carried.
Walz motioned with support from Kitley to approve the boundary adjustment for Randall and Brenda Dixon Parent parcel #000-05-20-200-005-01 and Parent parcel #000-05-20-200-005-01 becoming new Parent parcel # 000-05-20-200-005-05 31.48 acres and new Split Parcel #000-05-20-200-005-06 6.04 acres. Aye/all; no/none. Absent: Parks.
It was decided to put a notice out for snow removal bids.
Other Business That Comes Before The Board: Lance spoke of the many years of good service given to the township by Arlene Walz, Bill Richardson and Justin Parks. They are greatly appreciated and will be missed.
Public comment: Ruth Burgess asked when the new Master Plan will be available on line. Beals said it would be ready for Board approval soon and then online. Peggy Beals also asked when something would be done about the echo in the new hall. There are still some fine tuning options. It was also suggested that local artists display their work on the walls.
Adjournment: Richardson motioned with support from Walz to adjourn at 8:10 p.m. Yes/all; no/none. Absent: Parks. Motion carried. The next Planning Commission meeting will be Tuesday, November 15, 2016 at 7:00 p.m. The next regular board meeting will be held on Wednesday, November 23, 2016 at 7:00 p.m.
