Waterloo Township Board Meeting Minutes

Call to Order:  7:00 p.m.

Present:  Lance, Kitley, Walz, Morency, and McAlister. Also present: 9 residents.

Public Comment: Burgess wondered if we could go back to the smaller room in Township offices for meetings because it is easier to hear.  Sound system was again addressed.  The board is looking into cost of sound deafening panels for walls and audio equipment.



Consent Agenda:  Kitley motioned with support from McAlister to accept the consent agenda as presented.  Aye/all; no/none.  Motion carried.

Correspondence: Audit is finished and is available for viewing at the Township.

Old Business:  Lance motioned with support from McAlister to put bids out to demolish the home at 10253 Territorial Road, Munith.  Aye/all; no/none.  Motion carried.

New Business: Morency said the Master Plan draft is now ready to be sent out to surrounding townships.  They will begin work on updating the Zoning Ordinances next.  Beals asked that the Board approve distribution of the Master Plan Draft to surrounding townships  Lance motioned with support from McAlister to distribute the draft to surrounding townships. Yes/Lance; no/Walz, Kitley, Morency, McAlister.  Motion failed.  Morency motioned with support from McAlister that the Waterloo Township Board to be the adopting body of  the Master Plan rather than the Planning Commission, per the Michigan Planning Enabling Act MCL.125.3841 and MCL 125.3843, Resolution 16-24-2017.1.  Aye/all; no/none.  Motion carried.  Morency and Beals invited the Board to come to the February 21, 2017 Planning Commission meeting.  Kitley motioned with support from Lance to appoint Ralph Schumacher to a 2-year position on the Planning Commission in place of Janet Sanders who has resigned.  Aye/all; no/none.  Motion carried.  Lance motioned with support from Morency to advertise and add two seats to the Planning Commission Board.  Aye/all; no/none.  Motion carried.  An Alternate for the Zoning Board of Appeals is also needed. These will also be posted on the website.  Kitley motioned with support from to accept the Walton Agency’s insurance coverage February 1, 2017 through January 31, 2018 at a cost of $13.393.  McAlister, Walz, Kitley, Lance, Morency.  No/none.  Motion carried.  Morency asked if we had shopped around for comparable prices.  She will look into it.  Lance motioned with support from McAlister to add Wendy Walz to the account ending in #79 at Farmers State Bank.  Aye/all; no/none.  Motion carried.

Other Business That Comes Before The Board: Walz asked about replacing her computer if it can’t be repaired.  I.T. Right will be called.  Lance asked Beals to look into getting an audio system and a projector system.  Walz said she would look into companies that provide this equipment.  Location of equipment to improve sound is very important.  The Township is also looking into getting some old pictures of the community provided to put on our walls and the Waterloo Township Quilters group will be asked if they would like to display quilts here.

Public Comment:  Bob Hannewald asked if the Master Plan draft is available for residents to look at and was told it was not yet available for the public.  Ralph Schumacher stated that the board should be confident in the Planning Commission and that they work well.

Adjournment:  McAlister motioned with support from Walz to adjourn at 7: 35 p.m.  Yes/all; no/none.  Motion carried.  The next Planning Commission meeting will be February 21, 2017 at 7:00 p.m.  The next regular board meeting will be held on Tuesday, February 28, 2017 at 7:00 p.m.  Note: The regular board meeting dates are now the 4th Tuesday of each month.
