Waterloo Township Board Meeting Unapproved Minutes

Call to Order:  7:00 p.m.

Present:  Lance, Kitley, Walz, Richardson. Absent: Parks.  Also present, Charlie Barnum, Building Inspector, 13 residents and Lennie Solomon from Sylvan Township.

Public Comment: Lennie Solomon from Sylvan Township again spoke to the board about the water table in Crooked Lake and other Lakes nearby.  He feels that Aggregate Industries is the cause of the drop in the water level and brought a large report leaving it for the board members or anyone else to read.

Consent Agenda:  Kitley motioned with support from Richardson to accept the consent agenda as presented.  Aye/all; no/none. Absent: Parks.   Motion carried. Charlie Barnum said that things have slowed down a bit in the building area and there are changes in the new building codes that builders are now informing new home construction people .

Correspondence: Correspondence was addressed.

Old Business:

Regarding the Murillo Gravel Pit, Lance motioned with support from Walz to direct our legal counsel to move forward with Option 2 B seeking to renew its Motion for Contempt seeking compensatory relief and an order that Defendants erect an improved fence, based on the safety and security concerns presented by this scenario and the Ordinance’s intent.  Aye/all; no/none.  Absent: Parks.  Motion carried.

Lance gave an update on the Phase II project stating that we may be able to use the facility by the middle of October.

New Business:

Walz reported that the Planning Commission is nearing the completion of the Master Plan.  It will be given to the Board very soon. Beals reported that the Michigan Legislature gave final approval, with the governor signing, a three-bill package designed to provide the state’s medical marijuana system with a new regulatory framework giving townships authority over medical marijuana facilities.  He will be attending a meeting regarding this and will report back to us with more information at a later date.

A hydrology report from Aggregate Industries was discussed regarding the Crooked Lake issue.

Motion by Kitley with support from Walz to waive the $50 permit fee for the Waterloo Farm Museum Pioneer Day on October 9, 2016.  Aye/all; no/none.  Absent: Parks.  Motion carried.

Walz motioned with support from Richardson to accept the bid from Rocket Enterprise, Inc. in Warren, Michigan to install and maintain a flagpole and flag, for $1820.  Roll call vote: yes/Kitley, Lance, Richardson, Walz.  No/none.  Absent: Parks.  Motion carried.  Yearly maintenance agreement is $225 with flags being replaced every 3 months and all lines and clips checked and replaced if necessary.

Walz motioned with support from Kitley to accept the bid from BS&A for the .net Building Department software at a cost of $5,860.  Roll call vote: Yes/Lance, Richardson, Walz, Kitley.  No/none.  Absent: Parks.  Motion carried.

Kitley motioned with support from Walz to accept the copier contract bid from Hasselbring Clark for the Canon IRA C5535i at a cost of $146/month and a maintenance agreement for $52.50/month for copies and cartridges.  Roll call vote: Yes/Richardson, Walz, Kitley, Lance.  No/none/  Absent: Parks.  Motion carried.

Other Business That Comes Before The Board:

Garth Hannewald spoke of the condition of the roads in our township.  Some are causing damage to his large farming equipment due to lack of maintenance of hanging tree limbs, etc.  There is a real lack of attention being given to these conditions.  He also spoke of the attention that needs to be given to some of our ordinances and the need for updating.  Beals said the Planning Commission will be looking in to that soon.

Public comment: Peggy Beals commended Arlene Walz and Bill Richardson for their years of faithful and professional service to the Township.  They will be missed.


Adjournment:  Richardson motioned with support from Walz to adjourn at 8:30 p.m. Yes/all; no/none.   Absent: Parks.  Motion carried.  The next Planning Commission meeting will be Tuesday, October 18, 2016 at 7:00 p.m.  The next regular board meeting will be held on Wednesday, October 26, 2016  at 7:00 p.m.
