SYNOPSIS OF Webster Township Regular Board Meeting
October 15, 2019, 7:00 P.M.
The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on October 15, 2019 at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barbara Calleja; Treasurer John Scharf, Deputy Treasurer Lynda Savitski; Trustees John Westman, Brant Savander, Richard Kleinschmidt; Zoning Administrator Randy Raiford; Deputy Clerk Donna Whitney; and 10 citizens.
Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on September 17, 2019. Carried.
Motion to approve the agenda as amended adding New Business item G, Special Meeting date for Fire Hall vote and approval of tax bill inserts; and New Business item H, PDR Considerations. Carried. Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before the November 19, 2019 meeting. Carried.

Motion to approve Resolution #12-19 as amended. Carried.
Motion to appoint Dan Munzel to the Webster Township Board of Trustees to fill out the vacant trustee term ending in November of 2020. Carried.
Motion to approve Resolution #16-19 to adopt amendments to the Webster Township Zoning Ordinance; Corrections to the Language Regarding Thoroughfares and Roads: Amendments of Zoning Ordinance Sections 2.10, 9.55.K.(2), 12.30.C. and 12.35.A.(1). Carried.
Motion to approve Resolution #17-19 to adopt amendments to the Webster Township Zoning Ordinance changing “Public Utilities” from a Permitted use to a Special Use in the Agriculture (AG) Zoning District, and adding “Public Utilities” as a Permitted Use in the Industrial (I) Zoning District: Amendments of Zoning Ordinance Sections 9.10.B., 9.10.C. and Section 9.40.B. Carried.
Motion to approve Resolution #18-19 to adopt amendments to the Webster Township Zoning Ordinance; Amendments to the language regarding the maximum height of buildings in the Public Land (PL) Zoning District: Amendments of Zoning Ordinance Section 9.50.D.(3). Carried.
Discussion on Broadband Survey was tabled until the October 29, 2019 Special Meeting.
Discussion on a Township Constable ad hoc committee.
Motion to approve Resolution #13-19 to authorize the Treasurer, Deputy Treasurer, Clerk and Deputy Clerk to manage the Township’s accounts at our various financial institutions. Carried.
Discussion on ZBA refund. No action taken.
Announcement of a Special Meeting scheduled for October 29, 2019 at 7 p.m. at the Township Hall to vote on the proposed Fire Hall, and to approve documents to be included in the winter tax bill mailing.
Motion to approve resident to take necessary steps to transfer conservation easements from her late husband’s trust to her individual trust. Carried.
Motion to join the Huron River Initiative and become a partner for Legacy Land Conservancy’s Huron River Initiative project and to provide in-kind as well as Financial and Technical Assistance partner contributions in the total amount of $156,000 over three years to this project. Carried.
Motion to adjourn the meeting at 9:50 p.m. Carried.
