SYNOPSIS – Webster Township Board MeetingFebruary 17, 2026, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Clerk Tonie Brovont on February 17, 2026 at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Dan Munzel, Jeff Harms, Brant Savander; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Alayna Calleja; and 11 citizens. Absent: Supervisor Mike DeAngelo.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on January 20, 2026 and the Webster Township Board of Trustees Special Meeting held on January 14, 2026 as presented. Carried.

Motion Brovont second Savander for Treasurer John Scharf to moderate the meeting in the absence of Supervisor Mike DeAngelo. Carried.

Motion Brovont second Savander to approve the agenda as amended. Carried.

Presentations by Dexter Senior Center, WAVE (Western-Washtenaw Area Value Express), and Webster Township Historical Society.

Motion to authorize the following signers, excluding all others, for banking at Flagstar Bank and PNC Bank: John Scharf (Treasurer), Amanda Weiss (Deputy Treasurer), Tonie Brovont (Clerk), Alayna Calleja (Deputy Clerk). And to direct the Treasurer to execute the attached document from Flagstar Bank and any similar documents from PNC Bank. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for March 17, 2026. Carried.

Motion to receive and file the Consent Agenda as presented. Carried.

Discussion: DAFD Interlocal Agreement

Discussion: Attorney Contact, Zoning Administrator, and Zoning Enforcement Officer Resolutions

Motion to approve the updated 2026 Poverty Exemptions Guidelines, amending Section VI to increase the total assets not to exceed from $50,000 to $65,000. Carried.

Motion to adopt Ordinance No. 2026-01, as amended, specifically mentioning the eligible elected officials to be the Supervisor, Treasurer, and Clerk. Carried.

Discussion: Approval of DAFD Budget Payments

Discussion: Return Potts Road Escrow

Motion to adopt the budget amendments recommended by the Treasurer to ensure the FY 2025-26 budget meets requirements of State of Michigan. Carried.

Motion to approve the cost of the survey, not to exceed $4,000, for property 2024-6, and to be taken from the PDR fund. Carried.

Motion Harms second Vrsek to adjourn the meeting at 10:20 p.m. Carried.
