SYNOPSIS Webster Township Board Meeting
June 20, 2023, 7:00 P.M.
The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on June 20, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barb Calleja; Treasurer John Scharf; Trustees Dan Munzel, Jeff Harms, John Westman, Shelly Vrsek; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; and 13 citizens.
Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on May 16, 2023 and the Webster Township Board of Trustees Special Meeting held on May 30, 2023, as presented. Carried.
Motion to approve the agenda as presented. Carried.
Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for July 18, 2023. Carried.
Motion to accept the Consent Agenda Reports as presented, pulling out the Zoning Report as a verbal report. Carried.
Motion to approve the improvement of Potts Drive private road, including the extension, with the following conditions: The existing road shall be established and maintained with at least an 18 feet wide travel surface; Proper ditches shall be installed around the cul-de-sac, and along the road from the cul-de-sac down south to elevation 902 on the west side of the road and elevation 904 on the east side of the road to manage stormwater flow; Maintain ditches to provide the proper water flow to Joy Road; Install driveway culverts at 4387, 4306 and 4303 Potts Drive; The applicant shall submit a draft Private Road Maintenance Agreement for review and approval by the Township Board prior to start of construction; The applicant shall post a performance guarantee in the amount of $50,000 that shall be posted prior to start of construction; The applicant shall submit an as-built drawings prior to final inspection by the Township Engineer. Carried.
Update on Culvert Grant - Our 2 Culvert Grants were approved. One for Huron River Drive in the amount of $28,000 and one for Joy Road for $91,000.
Update on Parking Lot - A minor change and an RFP will be an agenda item for the July 18, 2023 Board meeting.
Update on Revitalization & Placemaking Program (RAP) Dollars - Update was given on the progress of our application for RAP funding, due on June 30th, to make our overflow parking lot a hard surface.
Motion to approve the payment to the Dexter Area Historical Society in the amount of $250 to preserve historical documents and promote positive public relations for Webster Township. Carried.
Motion to adopt Resolution No. 17-23, approval of Special Land Use amendment for St. Joseph Catholic Church phase 2 expansion, amending the wording of item 5b, and amending item 2b to be 10% of site construction work. Carried.
Motion to approve Text Amendment 22-ZTA-04 proposed amendment to section 2.2, section 16.05, section 16.20 and multiple sections of Article 9 of the Webster Township Zoning Ordinance, through the resolution of adoption, No. 18-23, with the amended Minimum Waterfront Setback chart and related figures. Carried.
Motion to renew our membership with the MTA in the amount of $7,318.00 plus the Legal Defense Fund contribution of $219.54 for a total of $7,537.54 for the time period of July 1, 2023 to June 30, 2024. Carried.
Clarification on ZBA Wage - Township Board clarifies that ZBA compensation is per diem.
Appointment to PDR Board - No action taken. Agenda item at the July 18, 2023 Board meeting. Motion to accept the Dell quote of $4,950.60 for the purchase of 3 computers and 2 laptops. Carried.
Discussion on flooring for garage - No action taken.
Motion to adjourn the meeting at 9:31 p.m. Carried.
