MOTION Stump SECONDED Angus to approve the proclamation for the 2025 Large Business Leadership Award to Zou Zou’s Café and Coffee Bar. All ayes. Motion carried.

MOTION Keaton SECONDED Bullerman to approve the proclamation for the 2025 Small Business Leadership Award to Lakehouse Bakery. All ayes. Motion carried.

MOTION Bullerman SECONDED Angus to approve the proclamation for the 2025 Citizen of the Year Award to Matt McKernan. All ayes. Motion carried.

MOTION Stump SECONDED Keaton to approve the proclamation for the 2025 Lifetime Achievement Award to Anne and Tim Merkel. All ayes. Motion carried.

MOTION Angus SECONDED Keaton to approve the proclamation for the 2025 Non-Profit Business Leadership Award to the Chelsea Senior Center. All ayes. Motion carried..

  • Approval of Special Event Permit for Chelsea Chamber of Commerce Backyard Beer Garden (Manager Cole)

MOTION Keaton SECONDED Stump to adopt Resolution #2026-10 approving Special Event Permit SP26-02 for the Chelsea Chamber of Commerce Backyard Beer Garden. All ayes. Motion carried.

  • Adopt at Second Reading Ordinance No. 193 – Repeal of Local Officers Compensation Commission (Attorney Fink)

MOTION Keaton SECONDED Bullerman to table adoption at Second Reading Ordinance No.193 – Repeal of Local Compensation Commission until the May 18th City Council meeting. All ayes. Motion carried

  • Adoption of Resolution #2026-6 Opposing the Use of City Buildings and Face Coverings by ICE (Attorney Fink)

MOTION Stump SECONDED Keaton to adopt resolution #2026-6 Opposing the Use of City Buildings and Face Coverings by Immigration and Customs Enforcement (ICE). All ayes. Motion carried.

  • Adoption of Resolution #2026-8 MDOT Contract for Commerce Park Drive (Superintendent Bollinger)

MOTION Merkel SECONDED Bullerman to adopt Resolution #2026-8 approving MOOT Contract #26-5072 and to name Derik Bollinger, Public Works Superintendent, and Lyn Sebestyen, City Clerk, as authorized signatories. All ayes. Motion carried.

  • Approval of Agreement with Midwestern Consulting for Engineering Services for Commerce Park Drive (Superintendent Bollinger)

MOTION Angus SECONDED Stump to approve the Commerce Park Drive Engineering Services agreement with Midwestern Consulting for the not to exceed amount of $57,300. All ayes. Motion carried. 

  • Adoption of Resolution #2026-9 Machnik Drive Right-of-Way Dedication (Superintendent Bollinger)

MOTION Stump SECONDED Bullerman to adopt Resolution #2026-9. All ayes. Motion carried.
