1. Deliberation of Council Member Bill Ruddock’s Misconduct at the March 17, 2025, City Council Meeting (Council Member Mehuron)

MOTION Iannelli SECONDED Keaton to accept Council Member Ruddock’s apology and acknowledgement of his violation of City Council rules of engagement.  3 ayes (Iannelli, Keaton, Pacheco), 3 nays (Mehuron, Merkel, Morris), 1 abstention (Ruddock). Motion failed.

MOTION Mehuron SECONDED Morris to direct the City Attorney to draft a Resolution…

5 ayes (Keaton, Mehuron, Merkel, Morris, Pacheco), 1 nay (Iannelli), 1 abstention (Ruddock). Motion carried.

• Approval of Appointment to Local Officers Compensation Commission (Mayor Pacheco)

MOTION Keaton SECONDED Morris to appoint Rich Barston and Mark Martin to the Local Officers Compensation Commission for term endings to be determined. All ayes. Motion carried.

• Approval of Appointment to Planning Commission (Mayor Pacheco)

MOTION Iannelli SECONDED Merkel to appoint Catalina Beasley-Martin to the Planning Commission for a term ending June 30, 2026. All ayes. Motion carried.

• Millage Rebate Recommendation Discussion (Mayor Pacheco)
• Declaration of Chelsea Senior Center as Senior Center of Record for the City of Chelsea (Mayor Pacheco)

MOTION Iannelli SECONDED Keaton to declare the Chelsea Senior Center as the Senior Center of record for the City of Chelsea. All ayes. Motion carried.

• Approval of Human Rights Commission 2024-2025 Report and 2025-2026 Annual Plan (Council Member Mehuron)

MOTION Keaton SECONDED Mehuron to approve the Human Rights Commission 2024-2025 Report and 2025-2026 Annual Plan. All ayes. Motion carried.

• Approval of Agreement with Midwestern Consulting for Surveying, Engineering Design, and Bidding Assistance for 2025 Street Projects (Manager Colburn)

MOTION Merkel SECONDED Ruddock to approve the agreement with Midwestern Consulting for Surveying, Engineering Design, and Bidding Assistance for 2025 Streets Projects. All ayes. Motion carried.

• Adoption of Resolution #2025-7 Approving Los Tres Amigos’ Application for Outdoor Dining (Community Development Office, Montagno)

MOTION Keaton SECONDED Iannelli to adopt Resolution #2025-7 approving Los Tres Amigos’ Application for Outdoor Dining. All ayes. Motion carried.
