1. Washtenaw Urban County

Teresa Gillotti and Tara Cohen provided a presentation about Washtenaw Urban

County, a partnership between the Washtenaw County Board of Commissioners and

surrounding municipalities who have agreed to participate in federally funded programs.

1. Appointment to Planning Commission

(submitted by Mayor Pacheco)

MOVED Mehuron SECONDED Feeney to appoint Marcia White to the Planning

Commission for a three-year term expiring June 30, 2025. All Ayes. Motion Carried.

2. Community Public Safety Strategic Planning Group Creation

(submitted by Interim Mayor Pacheco)

MOVED Ruddock SECONDED Keaton to create the Community Public Safety Strategic

Planning Group. All Ayes. Motion Carried.

3. Midwestern Consulting – West Middle Street Engineering Proposal

(submitted by Interim City Manager Garber)

MOVED Feeney SECONDED Iannelli to Approve the Midwestern Consulting proposal

for professional surveying and civil engineering services for the design of West Middle

Street from Wilkinson Street to M-52. All Ayes. Motion Carried.

4. Non-Union, Salaried Employee Wage Increase

(submitted by City Manager Atkinson)

MOVED Feeney SECONDED Keaton to approve a 3% wage increase for non-union,

salaried employees effective as of July 1, 2022. All Ayes. Motion Carried.

5. Part-time Employee Wage Increase

(submitted by City Manager Atkinson)

MOVED Iannelli SECONDED Mehuron to approve a 3% wage increase for part-time City

of Chelsea employees effective July 1, 2022. All Ayes. Motion Carried.

6. Ditch Witch Trencher and Digging Tool Lease

(submitted by Operation Manager Stevens)

MOVED Keaton SECONDED Iannelli to authorize the loan payoff of the Ditch Witch

RT45A Compact Trencher and H313 Digging Attachment in the amount of $21,096.46.

All Ayes. Motion Carried.

7. Purchase and Installation of HVAC System – Shepherd Substation

(submitted by Operations Manager Stevens)

MOVED Feeney SECONDED Ruddock to approve the purchase and installation of an

HVAC system from Brentwood Electric for the amount of $16,335.00. All Ayes. Motion

Carried.

8. Purchase of HAPGUARD Monitor

(submitted by Operations Manager Stevens)

MOVED Keaton SECONDED Iannelli to Approve the purchase of a HAPGUARD monitor

to maintain compliance with the State of Michigan’s Department of Environmental

Quality (DEQ) and Environment, Great Lakes, and Energy (EGLE) for generator

emissions. All Ayes. Motion Carried.
