Mayor Pacheco called the meeting to order at 7:00 p.m.

1. Chelsea Area Fire Authority Future Facility Presentation
Chief Arbini spoke to Council about potential sites for a future fire station.

Council Business
1. Consent Judgement – Consumers Energy Litigation
MOVED Ruddock SECONDED Iannelli to approve the Consumers Energy Consent
Judgement. All Ayes. Motion Carried.
2. Appointment to Board of Review
(submitted by Mayor Pacheco)
MOVED Iannelli SECONDED Keaton to appoint Michelle Elie to the Board of Review for
a term ending January 31, 2026. All Ayes. Motion Carried.
3. Appointment to the Economic Development Corporation of the City of Chelsea
MOVED Feeney SECONDED Wisely to adopt the resolution appointing Directors to the
Economic Development Corporation of the City of Chelsea, and designation Council
Member Bill Ruddock as additional representative from City Council. All Ayes. Motion
Carried.
4. Appointment to the Human Rights Commission
MOVED Mehuron SECONDED Wiseley to appoint Jacquelyn Bullerman to the Human
Rights Commission for a term ending February 1, 2026. All Ayes. Motion Carried.
5. Discussion of Council Board and Committee Assignments
Mayor Pacheco led a discussion with Council Members to discuss current committee
assignments and asked for feedback from members.
6. Discussion of Scheduling Annual Visioning Session
MOVED Mehuron SECONDED Keaton to schedule a work session for the annual
visioning session – 2023-2024 Goals and Objectives – for Thursday, February 16 at 6:00
p.m. All Ayes. Motion Carried.
7. Landfill Service Agreement Renewal
MOVED Feeney SECONDED Keaton to approve the landfill service agreement renewal
with GFL/Arbor Hills Landfill, Inc. All Ayes. Motion Carried.
8. First Reading of Ordinance 182 Amending Chapter 16, Article II, Section 16-19 of the
Chelsea Municipal Code.
MOVED Mehuron SECONDED Keaton to Approve at First Reading, Ordinance 182
Amending Chapter 16, Article II, Sections 16-19 of the Chelsea City Code of
Ordinances. All Ayes. Motion Carried.
9. Resolution Authorizing Issuance of 2023 Capital Improvement Bonds (Limited Tax
General Obligation).
MOVED Iannelli SECONDED Keaton to Adopt the Resolution Authorizing Issuance of
2023 Capital Improvement Bonds (Limited Tax General Obligation). All Ayes. Motion
Carried.
