Chief Kazyak was present to introduced Officer Ryan Tierney and pin him with his service badge before Council.
Julia Roberts, Director of WAVE, was present to provide an update to Council on the WAVE program. She spoke about the organization’s values and goals, organizational structure, ridership, funding, and upcoming projects. She responded to questions from Council Members.
Bill O’Reilly of the Chelsea Senior Center, and Board member Jerry Wilczynski were present to speak to Council Members about Chelsea Senior Center programs and services including Meals-on-Wheels, technology support, memory care support, and many other opportunities. Mr. O’Reilly responded to questions from Council Members.

MOTION Keaton SECONDED Ruddock to approve request for Proclamation to recognize and honor Fiona Stoker for achieving the highest honor of Girls Scouts – the Gold Award. All ayes. Motion carried.
MOTION Mehuron SECONDED Iannelli to approve request for Proclamation to recognize and honor Kiera Crawley for achieving the highest honor of Girls Scouts – the Gold Award. All ayes. Motion carried.

MOTION Iannelli SECONDED Wiseley to schedule a budget work session on May 1, 2023 at 5:30 p.m. and a second budget work session on May 8, 2023 at 6:00 p.m. All ayes. Motion carried.
MOTION Mehuron SECONDED Keaton to adopt the resolution for the Deficit Elimination Plan. All ayes. Motion carried.
MOTION Keaton SECONDED Wiseley to adopt a resolution approving the resolution approving Special Event Permit #32, First Congregational Church’s use of the public driveway from E. Middle Street along the south side of the church to the parking lot in back on Thursday evening, July 27 to Friday, July 28, 2023. All ayes. Motion carried.
MOTION Keaton SECONDED Mehuron to approve at first reading Ordinance No. 181-2023-05 to amend Zoning Ordinance Article 7 (Landscaping). All ayes. Motion carried.
