Bill O’Reilly, Executive Director of the Chelsea Senior Center, was present to clarify some numbers that were incorrect at the last City Council meeting where he provided the annual report of the Chelsea Senior Center. He clarified that one-third of the clientele of the Senior Center are Chelsea residents. He also stated that the City had provided $35,000 in funding to the Senior Center, which comprises 9% of expenses.
Joe Ziolkowski of the Main Street Park Alliance (MSPA) was present to update Council Members on the status of the park project. He reported that they were scheduled to receive the property in February of 2024. They were completing remediation of environmental concerns and had applied for grant funding and a low interest loan from EGLE. MSPA and the City of Chelsea are working on a letter of intent which will act as the basis for a development agreement. The overall cost of the park is projected at 6.5 million dollars. MSPA has to date already funded 2.5 million dollars. Mr. Ziolkowski responded to questions from Council Members.

MOTION Keaton SECONDED Iannelli to set work session for City Council for April 24, 2023 at 6:00 p.m. All ayes. Motion carried.
MOTION Mehuron SECONDED Keaton to approve the Human Rights Commission budget for February 2023 to January 31, 2024. All ayes. Motion carried.
MOTION Feeney SECONDED Ruddock to table the Reactivation of the City of Chelsea Social District until staff can bring more information relating to scheduling. All ayes. Motion carried.
MOTION Feeney SECONDED Iannelli to set a public hearing regarding the City of Chelsea 2023-2024 budget and millage for May 15, 2023. All ayes. Motion carried.
MOTION Iannelli SECONDED Wiseley to adopt at Second Reading Ordinance No. 181-2023-05 a Zoning Ordinance Text Amendment related to Article 7 - Landscaping. All ayes. Motion carried.
MOTION Keaton SECONDED Mehuron to approve the Timbertown Park Project Memorandum of Understanding between City of Chelsea and Huron Waterloo Pathways Initiative. All ayes. Motion carried.
MOTION Keaton SECONDED Wisely to approve the purchase order for the amount of $41,446.78 to replace and stock poles for future storms. All ayes. Motion carried.
