Council Business
1. Discussion regarding compensation for Interim Acting City Manager (Mayor Pacheco)
MOTION Feeney SECONDED Keaton to approve an exempt wage stipend of $250.00
per day for the combined responsibilities of the acting City Manager and Community
Development Director for Ms. Adrianna Jordan retroactive to May 1, 2023, and to be
discontinued at the time Ms. Jordan returns to the Community Development Director
position when a new Acting City Manager role begins. All ayes. Motion carried.
2. Review next steps for hiring Interim City Manager (Mayor Pacheco)
MOTION Iannelli SECONDED Wiseley to approve the contract with Elke Doom for
Interim Acting City Manager with a start date of May 23, 2023. All ayes. Motion carried.
3. Discussion to re-engage Walsh Municipal Services for City Manager search (Mayor
Pacheco)
4. Discussion and potential establishment of a transition team (Mayor Pacheco)
MOTION Ruddock SECONDED Iannelli to appoint Council Member Wiseley and Council
Member Feeney along with the Acting Interim City Manager, Departments Heads and
the Mayor, to serve as members of the Council approved Transition Team to assist with
leading the city, with a reminder that Council Members and the Mayor are to serve as
advisors. All ayes. Motion carried.

6. Citizen Agenda Item Request – Continuation of Chelsea POP November 2021
7. Proclamation declaring June as LGBTQ Pride Month (Council Member Mehuron)
MOTION Iannelli SECONDED Keaton to approve the Proclamation of June as LGBTQ
Pride Month. All ayes. Motion carried.
8. Proclamation declaring June 19, 2023 as Juneteenth Independence Day (Council
Member Mehuron)
MOTION Keaton SECONDED Feeney to approve the Proclamation declaring June 19,
2023, as Juneteenth Independence Day in Chelsea. All ayes. Motion carried.
9. First Reading of Public Noticing Requirements Text Amendment (Community
Development Director Jordan)
MOTION Ruddock SECONDED Feeney to approve at First Reading, Ordinance No.
181-2023-06 to amend Zoning Ordinance Sections 10.02G, 12.02, and 14.05. All ayes.
Motion carried.
