1. Appointments to Planning Commission (Mayor Pacheco)

MOTION Ruddock SECONDED Keaton to appoint Julianne Chard to the Planning Commission for a term ending June 30, 2026. All ayes. Motion carried.

MOTION Keaton SECONDED Iannelli to appoint Heather Hunnell to the Planning Commission for a term ending June 30, 2026. All ayes. Motion carried.

MOTION Wiseley SECONDED Feeney to appoint Claire Robinson to the Planning Commission for a term ending June 30, 2026. All ayes. Motion carried.

2. Citizen Agenda Item – Open Meetings Act (Rod Anderson)

Mayor Pacheco stated that they would follow up with the City Attorney and re-address the matter at an upcoming Council meeting.

3. Walsh Municipal Services has recommended the following dates for City Manager

Interviews:

July 17, 2023 at 5:00 p.m. - First round interviews

July 24, 2023 at 6:00 p.m. - Second round interviews

MOTION Feeney SECONDED Keaton to approve the recommended schedule for City Manager interviews, including the calling of a Special City Council meeting on July 17, 2023. All ayes. Motion carried.

4. Adopt Utility Rates and Fees for Fiscal Year 2023-2024 (Finance Director King)

MOTION Keaton SECONDED Feeney to adopt utility rates and fees for 2023-2024. All ayes. Motion carried.

5. Resolution to Set the 2023-2024 City Millage Rate (Finance Director King)

This resolution sets the base millage rate. The total mills to be collected is 13.1555 as follows:

General Fund 11.200

Streets 1.2200

Solid Waste .7355

MOTION Keaton SECONDED Wiseley to adopt the resolution setting the 2023-2024 City Millage Rate at 13.1555. All ayes. Motion carried.

6. Resolution to Set the 2023-2024 DDA Millage Rate (Finance Director King)

MOTION Iannelli SECONDED Keaton to adopt the resolution setting the 2023-2024 DDA Millage Rate at 1.5302. All ayes. Motion carried.

7. Resolution to Approve a 1% Tax Administration Fee (Finance Director King)

MOTION Wiseley SECONDED Feeney to adopt the resolution to collect a 1% Tax Administration Fee for Fiscal Year 2023-2024. All ayes. Motion carried.

8. Resolution to Approve the 2023-2024 City of Chelsea Budget at the Departmental Level (Finance Director King)

MOTION Mehuron SECONDED Iannelli to adopt the resolution to approve the 2023-2024 City of Chelsea Budget at the Departmental Level. All ayes. Motion carried.

9. Second Reading of Public Noticing Requirements Text Amendment (Community Development Director Jordan)

MOTION Feeney SECONDED Mehuron to adopt at Second Reading Ordinance No. 181-2023-06 to amend Zoning Ordinance Sections 10.02G, 12.02, and 14.05. All ayes. Motion carried.

10. Main Street Park Alliance – EGLE Letter of Support (Community Development Director Jordan)

MOTION Mehuron SECONDED Keaton to approve letter of support for the proposed EGLE Brownfield Grant Application for remediation of the former Federal Screw Works property. 6 ayes, 1 nay. Motion carried.

11. Play By Design Proposal (Community Development Director Jordan)

MOTION Iannelli SECONDED Mehuron to approve the quote from Play By Design for $15,750. All ayes. Motion carried.

12. Purchase of Mulch for Timbertown Park (Public Works Superintendent Bollinger)

MOTION Keaton SECONDED Mehuron to approve the quote from Superior Groundcover Incorporated for Option 1, 6” depth mulch at a cost of $9,250. All ayes. Motion carried.

13. Purchase of Fencing for Dog Park (Public Works Superintendent Bollinger)

MOTION Wiseley SECONDED Keaton to approve the quote from Allied Fence & Security Systems, Inc. for dop park chain link fencing at a cost of $9,680. All ayes. Motion carried.

14. DDA Parking Lot (Public Works Superintendent Bollinger)

MOTION Ruddock SECONDED Wiseley to approve asphalt replacement within DDA Lot #1 in the amount of $28,832.00. All ayes. Motion carried.

15. Appointment of Ray Schmidt as Alternate Member Representative to MPPA (Utilities Director Schmidt)

MOTION Feeney SECONDED Keaton to adopt the resolution regarding the Appointment of Alternate Commissioner to the Michigan Public Power Agency for the City of Chelsea. All ayes. Motion carried.

16. Approve a Purchase Order for installation of a parking lot at 660 E. Industrial Drive (Operations Manager Steven)

MOTION Iannelli SECONDED Wiseley to approve the purchase order for the total amount of $25,000. All ayes. Motion carried.

17. Approve the Purchase of a Trailer (Operations Manager Stevens)

MOTION Mehuron SECONDED Keaton to approve Quote #2 from U.S. 27 Motorsport & Equipment for the sum of $8,999.00. All ayes. Motion carried.
