MOTION Keaton SECONDED Morris to appoint Dan Kaminsky to the Parks Commission for a term ending March 1, 2026. All ayes. Motion carried.

MOTION Merkel SECONDED Morris to adopt the proposed schedule of City Council Board and Commission assignments for the 2024 calendar year. All ayes. Motion carried.

MOTION Mehuron SECONDED Morris to adopt the Resolution Adopting a Flag Policy for the City of Chelsea.

MOTION Morris to amend the original motion to designate the Palmer Commons flagpole as the official flagpole for this policy. The friendly amendment was accepted by Council Member Mehuron.

MOTION Merkel to amend the original motion to strike the portion of the flag policy that states, “and those previously approved by a majority vote of City Council” from point 7 of the resolution. The friendly amendment was rejected by Council Member Mehuron. 4 ayes, 1 nay. Motion carried.

MOTION Keaton SECONDED Merkel to adopt the Resolution regarding MDOT contract No. 23-5453 for the award of their bid to reconstruct Middle Street and underground infrastructure in the amount of $838,500 more or less, dependent on final approval of MDOT bid selection.

MOTION Mehuron SECONDED Keaton to set a public hearing regarding the consideration of raising, altering, or amending the electrical rates within the service area of Chelsea Electric Company on Monday, January 8, 2024, at 7:00 p.m. All ayes. Motion carried.

MOTION Keaton SECONDED Morris to approve the Power Purchase Commitment Authorization between the City of Chelsea and MPPA for the Calhoun County Solar project in the amount of $328,071; The MPPA capacity purchase for $1,206,864; and the MPPA capacity purchase of $1,085,280; and authorize City Manager Martin Colburn to sign on behalf of the City of Chelsea. All ayes. Motion carried.

MOTION Morris SECONDED Merkel to award the proposal to IMEG Consultants Corporation with the City's cost share not to exceed $8,533.33 and to authorize the Mayor and Clerk to sign the agreement with Sylvan Township for cost sharing. All ayes. Motion carried.
