PUBLIC MEETING ON RESPONSE ACTIVITY PLANS FOR THE FORMER FEDERAL SCREW WORKS PROPERTY AT 425 CONGDON STREET, CHELSEA, WASHTENAW COUNTY. A public meeting is being held at 6pm on February 28, 2024, at the City of Chelsea Council Chambers at 311 South Main Street, Chelsea, Washtenaw County concerning two Response Activity Plans (ResAPs) submitted by Main Street Park Alliance (MSPA) for the former Federal Screw Works Property, which is located at 425 Congdon Street, Chelsea, Michigan. The first ResAP, submitted on September 19, 2023, proposes response activities needed to prepare the property for safe public access prior to redevelopment as a public park and fulfill MSPA’s due care obligations as the owner of a contaminated property. The plan includes demolition of on-site structures, installation of an exposure barrier, and land use restrictions. The second ResAP, submitted December 16, 2023, proposes voluntary response activities to address certain historical environmental impacts. Specifically, MSPA proposes to excavate additional soils above the water table on the southwest portion of the property. The ResAPs are available for viewing at City of Chelsea offices at 311 South Main Street, Chelsea, Washtenaw County and at the Chelsea District Library, 221 South Main Street, Chelsea, Michigan 48118; they are also available for viewing by appointment during normal business hours at the Michigan Department of Environment, Great Lakes, and Energy; Remediation and Redevelopment Division; Jackson District Office, 301 East Louis Glick Highway, Jackson, MI 48070.
