Synopsis of Regular Meeting Minutes
Monday, February 12, 2024 7:00 PM
Supervisor Luick opened the meeting at 7:02 PM with the Pledge of Allegiance. Board members present were Supervisor Duane Luick, Treasurer Nanette Havens, Clerk Ann Kwaske, Trustee Dale Luick, and Trustee Greg McKenzie. The agenda was approved. The Consent Agenda for 1/09/2024 Minutes, 1/27/24 Minutes, Payroll ($12,144), and Accounts Payable ($28,953) was approved.
No comments in first opportunity for public comment.
Reports were given. Approximately 325 tax bills are still outstanding. Zoning reported 8 new home permits, 2 new addresses, and 1 infraction notice sent. CACA reports that building has slowed down except for the Pulte development. Chelsea District Library has a newly published strategic plan for 2024-2029 and many upcoming events were mentioned. Planning Commission has sent the new township master plan out and a public hearing will be scheduled after the required 63 days have elapsed. The clerk’s office continues to process ballot applications, with 717 absentee ballots being sent so far and just over half of those returned. Election workers are lined up and are taking required training. Early voting starts Feb 17 and our early voting site is in Sylvan Township; Election Day voting will still be at our town hall as always. Supervisor reports that after almost two years the farmhouse at Jerusalem Rd and Lima Center Rd has been torn down so it won’t be a danger anymore.
In old business, motion passed for the board to lead the investigation on revisions to the township ordinance on keeping of chickens. Motion passed to accept proposal from Shumaker Technology Group to update township website. Motion passed to hire Lyons Technology Group to replace the current IT Managed Services support for the township offices. Discussion on authorizing monies for laptops and computer for township tabled for review of a possible past board action on the same subject. Motion on an amended 425 agreement offer passed.
In old business related to the town hall addition project, several motions were offered. Resolution to amend a 1994 resolution on sealed bids for contracts approved and adopted. Motion to form a Building Coordination Committee with members Greg McKenzie, Dale Luick, and Bob Spink approved and established. Motions to hire Dangerous Architects and Midwestern Consulting Inc to provide preliminary and final site plans for town hall renovations passed.
In new business, approval of election workers pay passed. Motion to authorize purchase of furniture for clerk’s office passed. Motion to purchase new ballot drop box and video monitoring (reimbursable from state) passed. Motion to lease a postage meter for the township office passed.
In final public comment, C. Grzadzinski discussed the Warriors Shooting Team obtaining 501(c)(3) status and requesting board approval to host raffles for the organization. B. VanRiper mentioned a March 14 Ag Banquet being held at Chelsea High School and encouraged township residents to attend.
