Water Superintendent Davis spoke to Council Members about the national water competition that the City of Chelsea was participating in after winning the State competition held by the Michigan Rural Water Association for best tasting water. Staff member John Powell is currently in Washington, D.C. at the competition.

MOTION Mehuron SECONDED Merkel to appoint David Jason Povlich to the Downtown Development Authority (DDA) Board for a term ending December 31, 2026. All Ayes. Motion carried.

MOTION Ruddock SECONDED Morris the resolution approving Special Event Permit #33, Soccer Shots Ann Arbor's use of Timbertown Field. Roll Call Vote. 6 ayes, 1 nay. Motion carried.

MOTION Mehuron SECONDED Merkel to adopt Resolution #2024-4 regarding the establishment of Wednesday Chelsea Farmer’s Market in the parking lot at 1010 S. Main Street each Wednesday from May 1, 2024 until October 30, 2024. Roll Call Vote. All Ayes. Motion carried.

MOTION Keaton SECONDED Iannelli to approve the budgeted expenditure of $156,600 for payment of professional construction management services for West Middle Street, at Time & Material basis Not-to-Exceed $156,600. All ayes. Motion carried.

MOTION Merkel SECONDED Ruddock to make payment for Change Order No. 2 to Midwestern Consultants, LLC. In the amount of $53,77.05 for services pertaining to the West Middle Street project. All ayes. Motion carried.

MOTION Iannelli SECONDED Merkel to Approve at First Reading the text amendment to add a Food Truck Ordinance to the City Zoning Ordinance. All ayes. Motion carried.

MOTION Merkel SECONDED Keaton to accept the Chelsea Planning Commission 2023 Annual Report. All ayes. Motion carried.

MOTION Keaton SECONDED Ruddock to Adopt the resolution of the 2023- 2024 PILOT transfer $510,000 from Electric Fund to General Fund. All ayes. Motion carried.

MOTION Merkel SECONDED Keaton to allow the City to transfer $25,000 to its established Mission Square Retirement OPEB investment trust fund as budgeted for eligible employee and retiree health insurance benefits. All ayes. Motion carried.

MOTION Keaton SECONDED Merkel to approve a purchase order payable to Delta Star in the amount of $105,092.00 for the regasketing of two substation transformers. All ayes. Motion carried.

MOTION Mehuron SECONDED Iannelli to authorize the Water Superintendent to purchase 30 water meters and meter horns at a cost of $23,157.60 plus shipping. All ayes. Motion carried.

MOTION Iannelli SECONDED Merkel to authorize the City Manager to negotiate an agreement for professional services, reviewed by the City Attorney for Human Resources professional services. All ayes. Motion carried.
