Andrew Thomson, Director of Community Education, was present to speak to Council Members about updates to their programming. The presentation is available in the complete packet.

Mary Keaton, Chairperson of the Human Rights Commission, presented the Commission’s annual report. She spoke about updating their ordinance with the assistance of City Attorney Fink. She reported on their external activities and internal activities including a speaker for Indigenous Peoples Day, a Civility Month panel discussion, and a MLK Day panel discussion on affordable housing. Last, she reported on the two reports that the Commission had received.

MOTION Ruddock SECONDED Merkel to approve Traffic Control Order #2024-1 which allows for the closure of W. Middle Street between Main Street and Hayes Street to local traffic.

MOTION Merkel SECONDED Iannelli to reappoint Sharon Castle to the Parks Commission for a term ending March 1, 2027. All Ayes. Motion carried.

MOTION Merkel SECONDED Keaton to adopt the amended Palmer Commons Facility Rental Policy. All ayes. Motion carried.

MOTION Keaton SECONDED Merkel to approve the contract with Applied Innovations for IT Services for the City of Chelsea. All ayes. Motion carried.

MOTION Mehuron SECONDED Merkel to approve an expenditure of $29,976 procuring professional services from Midwestern Consulting to provide an ADA Parks & Recreation Inspection/Assessment and Transition Plan of four city parks. All Ayes. Motion carried.

MOTION Iannelli SECONDED Merkel to hire R-N-D Dirt Works for $18,855.00 to demolish and remove barns and foundations at 400 N Freer Rd. Backfill, seed, and mulch as needed for erosion control. All ayes. Motion carried.

MOTION Ruddock SECONDED Merkel to approve the White Tail Solar Project Power Purchase Agreement through MPPA and authorize the City Manager Martin Colburn to sign the agreement on behalf of the City of Chelsea. All ayes. Motion carried.

MOTION Keaton SECONDED Morris to adopt at Second Reading Zoning Ordinance Amendment regarding Mobile Food Vendors. All ayes. Motion carried.
