MOTION Merkel SECONDED Ruddock to approve the proclamation for the 2023 Citizen of the Year to Kira Grifka. All ayes. Motion carried.

MOTION Merkel SECONDED Mehuron to approve the design of the MSPA proposed park in concept. A friendly amendment to the motion was offered by Council Member Ruddock and was rejected by Council Member Merkel. 6 ayes, 1 nay. Motion carried.
MOTION Keaton SECONDED Merkel to adopt the resolution approving Special Event Permit #34, Chelsea ATA Martial Art’s request for the use of the grassy area at Pierce Park for an Easter Egg Hunt. All ayes. Motion carried.
MOTION Iannelli SECONDED Merkel to approve procuring professional planning services to update the City Master Plan for an expenditure not-to-exceed $55,000. All ayes. Motion carried.
MOTION Merkel SECONDED Morris to set the City of Chelsea 2024-2025 Budget Work Sessions for Monday, April 15, 2024, and Monday, May 6, 2024. All ayes. Motion carried.
MOTION Ruddock SECONDED Merkel to approve the purchase and delivery of up to 45,000 pounds of Alum from Haviland for a total cost of $6,478.20. All ayes. Motion carried.
MOTION Merkel SECONDED Keaton to pay UIS $9596.96 for the programming and installation of PLC at wastewater treatment plant headworks and to pay Hopp Electric $175 for services rendered. All ayes. Motion carried.
