NOTICE OF PUBLIC HEARING
FOR PROPOSED CONDITIONAL TRANSFER AGREEMENT UNDER ACT 425 WITH LIMA TOWNSHIP
WOLF LAND DEVELOPMENT
NOTICE IS HEREBY GIVEN that a Public Hearing has been scheduled for Monday, May 6, 2024, during the Regular City Council Meeting at 7:00pm for the purpose of discussing a proposed P.A. 425 Agreement between the City of Chelsea and Lima Township. The proposed agreement, if approved, will govern the annexation of one (1) parcel of land, ID #G-07-18-100-032, the site of a proposed Planned Unit Development.
DURING THE HEARING, the City Council will consider the following:
(a) Composition of the population; population density; land area and land uses; assessed valuation; topography, natural boundaries, and drainage basins; and the past and probable future growth, including population increase and business, commercial, and industrial development in the area to be received.
(b) The need for organized community services; the present cost and adequacy of governmental services in the area to be received; the probable future needs for services; the practicability of supplying such services in the area to be received; the probable effect of the proposed transfer; the probable change in taxes and tax rates in the area to be received in relation to the benefits expected to accrue from the receipt; and the financial ability of the local unit responsible for services in the area to provide and maintain those services.
(c) The general effect upon the local units of the proposed action; and the relationship of the proposed action to any established city, village, township, county, or regional land use plan.
This notice is in compliance with PA 267 of 1976 as amended (Open Meetings Act) and the Americans with Disabilities Act (ADA). Individuals with disabilities requiring necessary reasonable auxiliary aids and services at the meeting or public hearing shall be accommodated and shall provide notice to the City of Chelsea Clerk at least 5 days before the meeting.
