SCIO TOWNSHIP BOARD OF TRUSTEES

SYNOPSIS NOVEMBER 15, 2022

Meeting called to order at 7:00 pm by Supervisor Hathaway.

Present: Hathaway, Flintoft, Knol, McLaughlin, Brazeau, Reiser

Absent: Palmer

Approved the payment of claims presented and accepted the previous check run report.

Approved minutes of regular meeting of October 25, 2022, with corrections.

Approved minutes of special meeting of November 1, 2022, with corrections.

Authorized $9,720 for improvements to Marshall Road.

Approved the renewal of annual maintenance contract with ESRI for ArcGIS for $9,700.

Waived the three quote requirements due to the contractor being sole source provider and authorize Bio-Care to perform department physical exams and respirator fit testing.

Adopted the Resolution Supporting Polluter Pay Legislation.

Appointed Trustee Kathleen Knol as Zoning Board of Appeals alternate and Board Rep through 11-20-2024.

Appointed Trustee John Reiser as the Board Rep to the Planning Commission through 11-20-2024.

Appointed Trustee-elect Jillian Kerry as Board Rep to the Roads Advisory Committee through 11-20-2024.

Appointed Don Nichols to the Roads Advisory Committee through 9-14-2025.

Re-appointed Tom Auth as Scio’s representative to Washtenaw Regional Resource Management Authority with Mark Perry as alternate.

Set a special meeting of the Board of Trustees as a working session for December 3, 2022, to hear and discuss Trustee Brazeau’s presentation.

Set a special meeting of the Board of Trustees with the purpose of going into closed session to discuss the Gelman Litigation on December 13, 2022, at 6:00 pm.

Adopted the resolution denying a variance from the private road ordinance for the proposed private road off E. Delhi, PRV #19001.

Approved the proposal from OHM to authorize payment in the amount of $41,600 from Parks & Pathways (MEDC grant fund).

Authorized the Supervisor to enter into a purchase agreement for the purchase of 8.716 acres of property from Cody Wiseley and Meghan Fix with a parcel swap of 0.275 acres for a total of $118,174.

Authorized the expenditure up to $15,000 and authorized Supervisor to sign the proposed letter of engagement with PM Gap for implementation of Fixed Assets module.

Adopted the resolution allowing Lt. Lance Baird to purchase up to five years of service credit through the Township’s retirement plan.

Approved the chronological listing of all pending Township litigation on the website.

Set a special meeting for January 17, 2023, at 7:00 pm for the purpose of hearing and discussing recommendations from the Fire Services Guidance Committee.
