SYNOPSIS Webster Township Board Meeting

January 17, 2023, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on January 17, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Treasurer John Scharf; Zoning Administrator Sri Komaragiri; Trustees Dan Munzel, Jeff Harms, John Westman, Shelly Vrsek; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; and 8 citizens. Absent: Clerk Barb Calleja

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on December 20, 2022, as presented. Carried.

Presentation by Huron Watershed representative.

Motion to approve the agenda as presented. Carried.

Motion to amend budget line item #101-191-707.000 from $8,000 to $15,000 for election worker wages. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for February 21, 2023. Carried.

Motion to accept the Consent Agenda reports as presented. Carried.

Discussion on ARPA Funds - Additional proposals are expected to be presented at the February 21, 2023 Board Meeting.

Motion to offer up Resolution No. 01-23 to adopt an ordinance amendment to Section 3 of the Webster Township Public Nuisance Ordinance No. 2011-1, with the amendments summarized by the Zoning Administrator at the meeting. Carried.

Motion to extend the appointment of Kay Stremler to the Huron Watershed Council for term ending 10/2027. Carried.

Motion to adopt the 2023 Poverty Exemption Guidelines, amending the 2023 Webster Township Guidelines in section IV to have a factor of 2.0 for each of the 6 household sizes, and maintain the total assets not to exceed $40,000 as stated in section VI. Carried.

Motion to offer up Resolution No. 02-23 to adopt Ordinance No. 2023-02, Municipal Penalty, Civil Infraction and Appearance Tickets Ordinance, with the amendments summarized by the Zoning Administrator at the meeting. Carried.

Motion
to appoint Nicole Eisenmann to the Board of Review for term ending 12/2024. Carried.

Motion to use Don Zeeb memorial funds for the purchase of a township hall defibrillator, for an amount not to exceed $2000. Carried.

Motion to approve the inclusion of up to two flyers to be sent out with the February 2023 Notice of Assessments. Carried.

Motion to adjourn the meeting at 8:44 p.m. Carried.
