SYNOPSIS

Webster Township Board Meeting

April 18, 2023, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on April 18, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Treasurer John Scharf; Trustees Dan Munzel, Jeff Harms, John Westman, Shelly Vrsek; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; and 20 citizens. Clerk Barb Calleja absent.

Motion to approve the minutes of the Regular Meeting and Budget Public Hearing held on March 21, 2023; Special Meeting minutes of the Board of Trustees with the WCRC held on February 21, 2023; and Special Meeting minutes of the Board of Trustees held on March 28, 2023. Carried.

Motion to approve the agenda as amended adding New Business item K, Private Road Review Refund; and New Business item L, Consideration of Expenditure to the Webster Township Historical Society. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for May 16, 2023. Carried.

Motion to accept the Consent Agenda reports as presented. Carried.

Motion to establish a Natural Features Committee. Carried.

Motion to approve portions of the 2023 Webster Township Agreement with the WCRC: Joy Road, 5,280’ west of Maple Road, for an estimated cost of $168,000; Repairs of the Joy Road culvert, west of Stein Road, for an estimated cost of $182,000; and Huron River Drive culvert, north of N. Territorial Road, for an estimated cost of $56,000; for a total cost not to exceed $406,000. Carried.

Motion to postpone consideration of the Phoenix invoice for $3,500 until the May 16, 2023 Board Meeting. Carried.

Culvert Grant update - Culvert repairs have been reviewed and prioritized. The Washtenaw County Road Commission will be assisting the township in completing the ARPA grant application.

Motion to pay the WAVE invoice as presented for a sum not to exceed $22,900 for bus service in 2023-2024. Carried.

Motion to approve the Special Event Permit Application, contingent on getting the application signed by an authorized person, for the St. Joseph Parish Summer Festival, scheduled for July 21, 22 and 23, 2023 with no rain date. Carried.

Webster Historical Society Invoice - No action taken; more information needed. Invoice will be an agenda item at the May 16, 2023 Board Meeting.

Motion to adopt Resolution No.15-23 to amend Webster Township Zoning Ordinance No. 08-11, replacing Article 13, section 13.165 in its entirety to clarity standards for swimming pools,

hot tubs and spas as amended with the following changes: in section 13.165 (4) add “except hot tubs and spas”. Carried.

Motion to adopt Resolution No. 14-23 to amend the Webster Township Zoning Ordinance No. 08-11, as presented. Carried.

Motion to accept a recommendation for input from the Township Engineer and the DAFD on application 23-RP-0001, Potts Drive Private Road Extension. Carried.

Motion to approve a $200 food budget for the May 2, 2023 Special Election. Carried.

Motion to renew the MTA Premium Pass for $1900 to be used for training purposes for all Webster Township Boards, Commissions and Office Staff. 2023-2024. Carried.

Motion to approve paying the Township Clerk a meeting rate of $105 as the Township WAVE representative. Carried.

Motion to approve the expenditure of PDR funds, not to exceed $650, for the purchase of 15 aluminum PDR protected land signs. Carried.

Motion to approve the expenditure of PDR funds, not to exceed $2,850 for an appraisal, not to exceed $2700 for a survey and not to exceed $2,600 for an environmental site assessment on property described in application 2023-2.
Carried.

Motion to approve the expenditure of PDR funds, not to exceed $1,850, to contribute toward the purchase of a conservation easement to be held by the Legacy Land Conservancy on property described in application 2023-2. Carried.

Motion
to return $355, a portion of an initial private road review fee. Carried.

Moton to pay the WTHS $22,550, from our Public Relations line item, to contract for the building of a walking path on the Historical Society grounds. Carried.

Motion to adjourn the meeting at 10:25 p.m. Carried.
