SYNOPSIS Webster Township Board Meeting

May 16, 2023, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on May 16, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barb Calleja; Treasurer John Scharf; Trustees Dan Munzel, Jeff Harms, John Westman, Shelly Vrsek; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; and 10 citizens.

Motion to approve the minutes of the Regular Meeting of the Board of Trustees held on April 18, 2023 as amended. Carried.

Motion to approve the agenda as amended, replacing New Business item L with Selection of Zoning Enforcement Officer. Carried.

Motion to authorize the transfer of $100,000 from General Fund to CIP Fund. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for June 20, 2023. Carried.

Motion to receive and file the Consent Agenda Reports as presented, pulling out the Zoning Report as a verbal report. Carried.

Motion to postpone the Potts drive Private Road Extension, for consideration at the June 20, 2023 Board Meeting, with the applicant providing more details to the construction plan, a stamp of engineering firm on the profile, soil boring information, drainage plans, and a cost estimate, in order for the applicant to submit a complete application. Carried.

Phoenix Invoice - no action taken.

Motion to pay the Webster Township Historical Society invoice in the amount of $570 for the proper storage and care of our township records. Carried.

Motion to approve this document as initial guidance for the Webster Township Natural Features Committee, as amended. Carried.

Culvert Grant update - Applications were submitted for 2 grants to repair 2 culverts. Waiting to hear if Webster Township is awarded any grant money.

Parking Lot Update - Initial payment of $6085 was made. No construction date has been set. Motion to approve the special event permit for the Sam Schwarck Motorcycle Trials to be held on June 25, 2023 and September 24, 2023 from 10am-6pm on the west side of Merrill Road, contingent on the applicant providing the township with proof of liability insurance, a sketch of the proposed track, and proof that the sheriff and fire departments have been notified. Carried. Motion to approve a permit for the Webster Township Historical Society Bluegrass Jamboree & Ice Cream Social, to be held on the Historical Society grounds on August 5, 2023 from 2pm-5pm, and a permit for the Rockabilly Motorcycle Extravaganza, to be held on the Historical Society grounds on July 15, 2023 from 12pm-5pm, contingent on the Historical Society providing the name, phone number and email of the contact persons responsible on the day of each event, proof that the sheriff and fire departments have been notified, and proof of liability insurance. Carried.

Motion to pay the Dexter Senior Center Invoice, dated April 20, 2023, in twelve equal monthly payments of $3,333.33 each from April 2023 to March 2024 inclusive. Carried.

Motion to approve the Development Agreement between Webster Township and LaFontaine. Carried.

Motion to amend Budget Line GL 101-267-803.000 to add $11,000 for township consultants for a total of $11,000 and subtract $11,000 from Budget Line GL 101-267-883.000 bringing the total from $82,000 to $71,000. Carried.

Motion in the matter of Text Amendment 22-ZTA-02, to postpone adoption of the proposed amendment to section 13.25, Keeping of Animals, Article 13 of Webster Township Zoning Ordinance, as further discussion is required based on discussion at tonight's meeting. The draft should be revised to address comments made by the Township Board. Carried.

Motion to allow to use township property by the Ann Arbor Kennel Club for human scent dog training, once a week for 5 weeks as long as there is no conflict with other activities. Carried.

Township vehicle discussion -Discussion of a township vehicle to be used for township property visits. Some information will be gathered for further discussion at the June 20, 2023 board meeting.

Motion to permit an insert to be included in the 2023 summer tax bill, for a cost not to exceed $900, one side being a job posting for a Deputy Treasurer and one side being educational information on township zoning compliance. Carried.

Revitalization & Placemaking Program (RAP) discussion - Discussion on applying for a grant to support the expansion of our parking lot. Application deadline is June 30, 2023.

Motion to approve the expenditure of PDR funds, not to exceed $2,850, for an appraisal on property described in application 2020-3. Carried.

Motion to hire Michael W. Zsenyuk as the Webster Township Zoning Enforcement Officer, under the same conditions as our previous officer. Carried.

Motion to adjourn the meeting at 10:29 p.m. Carried.
