SCIO TOWNSHIP BOARD OF TRUSTEES

SYNOPSIS MAY 9, 2023

The meeting was called to order at 7:00 pm by Supr. Hathaway at 827 N. Zeeb Road.

Present: Hathaway, Reiser, Knol, Kerry, Palmer, Brazeau, Flintoft

Approved minutes of regular meeting of April 25, 2023, as amended.

Approved the payment of claims presented and accepted the previous check run report.

Approved recording secretary services for Board of Trustees, Planning Commission and Zoning Board of Appeals meetings costs being split between the boards.

Approved the agreement with Print-Tech to print and mail Township Newsletter through FYE 2024.

Approved the engagement of audit services with Plante Moran for FYE23.

Approved the Corrective Action Plan for Retirement Benefit Systems for submission with the Department of Treasury on behalf of Scio Township.

Approved the job position duties of finance assistant position.

Appointed Dan Stewart to serve the remainder of the vacant, two-year term on the Scio Township Board of Review.

Authorized an interfund advance from Fund 101 to East Delhi Bridge SAD Fund 403 in the amount of $34,305 to be repaid to Fund 101 as Fund 403 funds are received, and authorized payment of WCRC invoice 22-26 in the amount of $84,305.15 from Fund 403.

Adopted the Resolution for Public Hearing on Fire SAD setting a public hearing of July 13, 2023.

Approved Conditional Use #23004, 7830 Jackson Road, Palmer Warehouse, to allow expansion of the warehouse use based on the recommendation of the Planning Commission, with conditions.

Approved Site Plan #22009, Zippy Car Wash Baker Road to construct a 4,900 square foot “modern express exterior auto wash” based on the recommendations of the Planning Commission.

Approved payment of pending invoice from UTEC for the Township copier from 5/2/22 through 5/1/23 in the amount of $8,722.27 from Fund 101.

Approved the scheduling of a special meeting of the Board of Trustees to be held at 6:00 p.m. on Tuesday, May 23rd.

Approved the employment agreement of Joyce Parker as Township Manager.

Authorized expenditure for the RFP process to select an architectural firm and for that firm to execute Phase 1, schematic design and building elevations for a second fire station.

Authorized Scio Township to fund the projects set forth in the 2023 Scio Township Agreement with the WCRC with the addition of Daleview Drive as well as authorize funding for the Upland Drive/Scio Ridge Road, sidewalk and bus stop improvement project and the gravel uplift project for Park Road with up to $1,000,000 of ARPA funds; The Board of Trustees place on a 2024 ballot the issue of a dedicated road millage or levy; Scio Twp will credit to tax bills any unspent 2013 SAD funds as soon as practical.

Adopted the Resolution declining responsibility for the Heritage Village wastewater treatment facility.
