- 1. Eagle Scout Service Project – Ken Lynn, Chelsea Resident and Scout, presented his project proposal to expand the dog park in Chelsea. He spoke about meeting with the Planning Commission and discussed his plans to add additional benches and an agility course. Mr. Lynn provided information on next steps for his project including gaining approval and funding options.

MOVED Keaton SECONDED Feeney to adopt the amended resolution approving the Gestamp Wasthenaw LLC application for Industrial Facilities Tax Exemption Certificate for Real Property in the amount of $8,170,168 for eleven (11) years. Roll Call Vote. All Ayes. Motion Carried.
Citizen Agenda Item Request – Campaign Rules & Behavior (Diane Kyte)
Chelsea resident Diane Kyte was present to speak to Council about rules relating to running for office. She expressed concerns over funding sources for certain campaigns and stated that she thought the rules for such activity should be reviewed.
MOVED Feeney SECONDED Iannelli to adopt the Resolution for Acceptance of Grant Monies from EGLE for the Federal Screw Works Project, also known as the Main Street Park Project. Roll Call Vote. All Ayes. Motion Carried.
MOVED Feeney SECONDED Keaton to approve the Development Agreement between City of Chelsea and Main Street Park Alliance. All Ayes. Motion Carried.
MOVED Keaton SECONDED Iannelli to adopt Second Reading Ordinance 183, an ordinance to add Article VIII Use of Engine Compression Brakes (Jake Brakes), to Chapter 30 Traffic and Vehicles, of the City Code. Roll Call Vote. All Ayes. Motion Carried.
MOVED Ruddock SECONDED Keaton to approve the quote from Aventric Technologies in the amount of $26,910.00 to replace 18 AED’s City-wide. All Ayes. Motion carried.
Heritage Farms Development Agreement (Paul Montagno, AICP)
MOVED Feeney SECONDED Keaton to approve the Amended and Restated Development Agreement for Heritage Farms, a Development within Planned Unit Development District Chelsea City NO> GGGGG. All Ayes. Motion Carried.
