SYNOPSIS Webster Township Board Meeting

August 15, 2023, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on August 15, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barb Calleja; Treasurer John Scharf; Trustees Dan Munzel, Jeff Harms, John Westman, Shelly Vrsek; Deputy Clerk Donna Whitney, Deputy Supervisor Rick Kleinschmidt; and 12 citizens.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on July 18, 2023, as presented. Carried.

Motion to approve the agenda as amended, removing Dexter Senior Center speaker Jim Carson and adding New Business item H, PDR Expenditure. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for September 19, 2023. Carried.

Motion to accept the Consent Agenda Reports as amended, pulling out the Planning & Zoning Report as a verbal report. Carried.

Motion to authorize Trustee Jeff Harms, Deputy Supervisor Rick Kleinschmidt, Supervisor John Kinglsey to examine and revise the Parking Lot RFP for distribution for bids on both an asphalt and a concrete parking lot. Carried.

Motion to approve the Special Event Permit for Dexter Winter Farmer’s Market to take place from 9:00 a.m. – 1:00 p.m. on the 1st
and 3rd Saturdays from November 2023 through April 2024 at the Huron River Methodist Church. Carried.

Motion to approve the Special Event Permit for the Webster Fall Festival for Saturday, September 23, 2023, 10:00 a.m. – 6:00 p.m. with no rain date, with no dogs permitted on township grounds except for demonstration purposes only. Carried.

Motion to make approval of the permit contingent on a sketch of the layout of the festival to be provided. Carried.

Discussion on Valley View Road Variance. No action taken.

Motion to deny a request at this time to return the Arlington Woods Escrow balance in the amount of $133.50 until all requirements of the site plan are met. Carried.

Motion to approve the expenditure for BS&A software not to exceed $15,640. Carried.

Motion to adopt Resolution No. 20-23 as presented at the August 15, 2023 Board Meeting, as amended. Carried.

Motion to authorize Supervisor Kingsley to sign the letter agreement, dated July 1, 2023, to extend the existing AT&T METRO Act Permit for a term to end on December 31, 2028. Carried.

Motion to approve the expenditure of PDR funds, not to exceed $2,850, for an appraisal on property described on application 2021-3. Carried.

Motion to adjourn the meeting at 9:14 p.m. Carried.
