SYNOPSIS Webster Township Board Meeting

October 17, 2023, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor John Kingsley on October 17, 2023, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor John Kingsley; Clerk Barb Calleja; Treasurer John Scharf; Trustees Dan Munzel, John Westman, Shelly Vrsek; Zoning Administrator Sri Komaragiri; Deputy Clerk Donna Whitney, Deputy Supervisor Rick Kleinschmidt; and 16 citizens. Absent: Trustee Jeff Harms.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on September 19, 2023, as amended, correcting a meeting date. Carried.

Motion to approve the agenda as amended adding new business item J, Natural Features Committee appointment. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for November 14, 2023. Carried.

Motion to accept and file the Consent Agenda Reports as presented. Carried.

Discussion - Report given by resident Steve Bemis on siren testing. Four siren proposals will be considered at the November 14, 2023 Board Meeting.

Discussion - Discussion on Amendment to Licensed Home-Based Business Ordinance, 23-bGTA-05 will continue at the November 14, 2023 Board Meeting, with an emphasis on criteria for granting approval or exceptions.

Motion
to authorize the clerk to execute the revised agreement for early voting election services between Washtenaw County and Webster Township. Carried.

Motion to approve the private Hackbarth fireworks to be held on December 17, 2023 between 7:00 – 7:30 p.m. for a 10-minute show, in the 4700 block of Gregory Rd. provided the Sheriff and Fire Departments will be notified. Close neighbors and the public will be notified via social media and letters. No rain date. Carried.

Motion to approve the fourth amendment to the St. Joseph Catholic Church development agreement as presented. Carried.

Discussion – Discussion on regulating sale and use of coal-tar in Webster Township.

Item needs further review.

Discussion – Discussion Family Care Accessory Housing. Item needs further review.

Motion to postpone vote on Senior Center Board member and inquire how many board members may serve. Carried.

Discussion - Snow Removal Contract postponed until November 14, 2023 Board Meeting.

Motion to authorize the expenditure of $1040, in addition to the regular tax bill mailing cost, for up to 4 pages of informational township flyers to be mailed with the winter tax bill. Carried.

Motion to rescind the April 19, 2023 motion to approve the expenditure of PDR funds, not to exceed $1850, for the purchase of a conservation easement on property described in application 2023-2. Carried.

Motion to approve the expenditure of PDR funds, not to exceed $1,033, to cover closing costs, recording fees and title insurance for property described in application 2023-2. Carried.

Motion to approve Resolution No. 22-23, as amended, to oppose legislation that eliminates local government authority on the siting and permitting of, but not limited to short-term rentals, industrial solar installations, industrial wind turbine installations, and sand & gravel mining. Carried.

Motion to appoint Dan Brown to the Natural Features Committee, replacing Jason Fenzel, for a term that ends December 2025. Carried.

Call to Public - Trustee Vrsek announced that Dexter District Library director Paul McCann has received the Lifetime Achievement Award.

Motion to adjourn the meeting at 10:00 p.m.
