I am checking in again with another brief survey--this time about conflicts of interest.

Per the City of Dexter Charter: “The use of public office for private gain or the appearance of private gain is prohibited. The City Council shall implement this prohibition by ordinance.” Dexter City Council has been discussing and revising a draft ordinance regulating conflicts of interest since October 2019.
One stated purpose of the ordinance, per its preamble, is to “enhance public confidence in the functions of the City of Dexter government.” Therefore, I want to hear from you. What would you like to see reflected in this ordinance to enhance your confidence in the functions of the City of Dexter government?
Note that this is my own personal effort to gather public input—I am not acting on behalf of the City or of City Council.

2. Some council members prefer a narrow definition of Private Gain that includes only financial gain. Other council members prefer an expanded definition of Private Gain that includes gains beyond those that are financial in nature (for example, gains in power, advantage, or possessions).

In the current draft ordinance, the Public Official’s participation is expressly prohibited only when the Public Official and/or the Public Official's immediate family realizes or appears to realize Private Gain. Some council members prefer the current wording. Other council members prefer an expanded set of circumstances in which the Public Official’s participation is expressly prohibited (for example, when Private Gain is realized or appears to be realized by an organization or entity which the Public Official serves as officer, director, trustee, or general partner or persons with whom the Public Official has or seeks employment or business relations.)
Which of the following best describes your preference?
a. I prefer prohibiting the Public Official's participation only when Private Gain is realized or appears to be realized by the Public Official and/or the Public Official's immediate family.
b. I prefer prohibiting the Public Official's participation in an expanded set of circumstances.
