providing for a general operating millage of 13.8650 mills (including a portion of the funding required for fire protection), 2004 street debt millage of 0.3276 mills, refuse millage of 1.6772 mills, Street Millage of 1.0000, and a Fire Special Assessment of 0.7000 mills.
