Lima Twp: Board Meeting Synopsis 4/14/25

Meeting called to order at 7:00pm.  Members present: Supervisor Bill VanRiper, Treasurer Nanette Havens, Clerk Ann Kwaske, Trustee Dale Luick, Trustee Greg McKenzie.

Motion by McKenzie, seconded by Luick, to approve the agenda as submitted.  Motion passed 5-0.

Motion by McKenzie, seconded by Luick, to approve the consent agenda of Minutes of February 10 Budget Workshop, February 10 Regular Meeting, February 17 Special Joint Meeting, and February 27 Special Meeting, Payroll ($13,652.14), and Accounts Payable ($36,314.89), with stipulation to review ZBA payments.  Motion passed 5-0.

Motion by Luick, seconded by McKenzie, to hire Seyfrieds Lawncare Solutions for Township lawn care per their quote dated February 6, 2025 and authorize the Supervisor or Clerk to sign for approval of their quote.  Motion passed 5-0.

Motion by McKenzie, seconded by Havens, to approve the 2025 Lima Township Agreement from WCRC received by email on April 9, 2025 with the removal of the Guenther Road line item, until the board receives clarity on the Guenther Road Bridge project, and to authorize the supervisor and clerk to sign the contract. Motion passed 5-0.

Motion by Luick, seconded by VanRiper, to declare the Chelsea Senior Center and the Dexter Senior Center as Senior Centers of record for the Township of Lima.  Motion passed 5-0.

The board discussed a request from WAVE to consider a three-year commitment. 

The board discussed a request from Thornton Farms Condominium Association to modify a motion from November 2023 regarding funds for a new water tank system to allow release of funds as the costs are incurred rather than at the completion of the entire project.

Motion by Kwaske, seconded by VanRiper, to approve the modification to Section 5.37.7 of Zoning Ordinance on keeping of animals dated June 3, 2024, as approved by the Planning Commission. Motion passed 5-0.

Motion by Luick, seconded by Kwaske, to approve the language of the Accessory Solar Energy Conversion Systems Ordinance from the draft dated March 26, 2025, as approved by the Planning Commission. Motion passed 5-0.

Motion by VanRiper, seconded by Havens, to direct the Planning Commission to review Township Ordinances 28 and 29 and report back to the board.  Motion passed 5-0.

Motion by McKenzie, seconded by Havens, to table any action on ESTA policy and have the Treasurer contact MTA to see if there is a standard policy template.  Motion passed 4-1.

Motion by Luick, seconded by Kwaske, to make an offer to Vickie Parrish for the office manager position at a rate of $25/hour to start as soon as possible.  Motion passed 5-0.

Motion by McKenzie, seconded by Luick, to table any further action on 50 S Fletcher Rd including holding any action on the sales agreement and holding off on the Phase II environmental analysis, and to reach out to Gerald Alcock Company for clarification on the appraisal they completed for the township, and to await the owner’s appraisal.  Motion passed 5-0.
