SYNOPSIS – Webster Township Board Meeting, November 18, 2025

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on November 18, 2025, at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Trustees Shelly Vrsek, Dan Munzel, Jeff Harms, Brant Savander; Assessor Bill Sinkule; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Clerk’s Assistant Alayna Calleja; and 12 citizens. Treasurer John Scharf absent.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on October 21, 2025, and the Webster Township Board of Trustees Special Meeting held on November 6, 2025 as presented. Carried.

Motion to approve the agenda as amended, adding Discussion Item D, Reflection on 11/14/25 ZBA Hearing. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for December 16, 2025. Carried.

Motion to receive and file the Consent Agenda as presented. Carried.

Motion to approve Skip Hackbarth’s permit for a small fireworks show in the 4700 block of Gregory Rd. on Sunday December 14, 2025 beginning between 7 and 7:30 p.m. and lasting for 10 minutes. Carried.

Motion to recommend reappointing Cynthia Zuccaro and Dan Brown for another term to expire December 2026, Kay Stremler for another term to expire December 2027, and Shelly Vrsek for another term to expire December 2028 to the Natural Features Committee. Carried.

Motion to recommend reappointing Shelly Vrsek and Julie Frost for a 2 -year term to expire December 2027 to the Farmland & Open Space Preservation Board (PDR). Carried.

Motion to recommend Paul Zalucha and Rick Kleinschmidt for a 3-year term to expire December 2028 to the Planning Commission. Carried.

Motion to recommend Dave Daly as an alternate for a 3-year term to expire December 2028 to the Zoning Board of Appeals. Carried.

Motion to recommend Ernest Becker for a 3-year term to expire December 2028 to the Zoning Board of Appeals. Carried.

Postponed – Reappointment for Compensation Commission.

Postponed – Budget Amendments postponed until December 16, 2025 board meeting.

Postponed – Date for Town Hall Public Discussion of Pending Road Ordinance.

Motion to ratify signing of contract with O’Neal Construction with AIA for Township Hall Renovations. Carried.

Motion to approve IVS Comm Estimate 5199 and 5200 as presented, not to exceed $16,125.70 with funds coming from the Capital Improvement Fund. Carried.

Discussion – Ordinance Draft of Private Roads Comprehensive Amendment. Will finish discussing Sections 4 and 5 at the December 16, 2025 board meeting.

Motion that this Board determines that under the Land Division Ordinance as it is currently written it does not apply to Boundary Adjustments in the Zoning Ordinance. Carried.

Postponed – Discussion on LASA MOU postponed in order to get more information.

Discussion – Reflection on 11/14/25 ZBA Hearing.
