Webster Township Board Meeting, April 21, 2026, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:01 p.m. by Supervisor Mike DeAngelo on April 21, 2026 at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Jeff Harms, Brant Savander; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Alayna Calleja; and 30 citizens. Absent: Trustee Dan Munzel.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on March 17, 2026, as amended; and approving the Minutes of the Webster Township Board of Trustees Public Hearing held on March 17, 2026, and the Webster Township Board of Trustees Special Meeting held on March 26, 2026 as presented. Carried.

Motion to approve the agenda as amended. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for May 19, 2026. Carried.

Motion to receive and file the Consent Agenda as presented. Carried.

Private Road Ordinance Town Hall Meeting—Scheduled for 5/13/26 @ 6:30 p.m.

Motion to adopt the ordinance to enact a temporary moratorium for a period of one year, subject to an extension by resolution, on the permitting, consideration, approval, location, construction, and/or installation of any Data Center facilities or Battery Energy Storage Systems (BESS). Carried.

Motion to approve the 2026 Local Roads Projects Agreement between the Township Board of Webster Township and the Board of Washtenaw County Road Commissioners, as amended, adding the condition that the estimated amount to be paid by Webster Township will not exceed $511,951. Carried.

No action taken on Pikk Estimate.

No action taken on MTA Principals of Governance.

Motion to adopt Resolution 26-16, Establishing Policy for Attorney Management, Assignment, and Supervision, as amended. Carried.

Motion to notify Attorney Katherine Hopkins of Asher-Kelly that Webster Township will no longer use her as a township attorney. Carried.

Motion to approve the Webster Township Historical Society funding agreement, as presented, agreeing to pay WTHS a total of $30,000 in 4 quarterly instalments of $7,500. Carried.

Motion to adopt Resolution 26-15, to pay the Property Inspector $27 per hour. Carried.

Motion to renew the Township’s subscription to the MTA Online Premium Pass. Carried.

Motion to approve and pay O’Neal Invoice #12370 in the amount of $51,712.68. Carried.

Motion to approve the purchase of a new water softener system for $2,947.50. Carried.

Motion to approve the payment of IMEG in the amount of $400. Carried.
