SYNOPSIS – Webster Township Board Meeting – July 15, 2025, 7:00 P.M.
The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on July 15, 2025, at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Jeff Harms, Dan Munzel; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; Auditor John Pfeffer CPA, Auditor Kristen Pfeffer COA, and 14 citizens. Absent: Trustee Brant Savander.
Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on June 17, 2025, as presented. Carried.
Motion to approve the agenda as amended. Carried.
Audit Presentation – Pfeffer, Hanniford and Palka, Certified Public Accountants
Motion to approve the FY 2024-2025 Audit Report and send it to the State of Michigan. Carried.
Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for August 20, 2025. Carried.
Motion to receive and file Consent Agenda Reports and approve 3 Special Event Applications. Carried.
Motion to adopt proposed budget amendments as amended, to ensure that our budget meets the requirements of the State of Michigan. Carried.
Motion to appoint applicants Margaret Mosey, John Westman and Dina Zemke to the Webster Township Parks & Recreation Committee. Carried.
Motion to adopt Resolution No. 25-20, allowing building permit application before certificate of zoning compliance for the property at 7523 Webster Church Road, subject to the terms and conditions listed in the resolution. Carried.
Motion to approve the applicant’s request for an exception from the Private Road Standard for the shared driveway serving 9841, 9861, and 9881 Scully Road, with no conditions, as the conversion of Scully Road from public to private was not the applicant’s fault. Motion failed.
Motion to approve the applicant’s request for an exception from the Private Road Standard for the shared driveway serving 9841, 9861, and 9881 Scully Road, subject to the following conditions: The applicant shall clear the vegetation to maintain the minimum clearance required for fire and emergency access; the applicant shall build a wider driveway (15′ x 30′) at the starting point of the driveway serving 9861 Scully Road to allow for turnaround space for fire and emergency vehicles. Carried.
Motion to adopt Resolution No. 25-27 to administer a ninety (90) day moratorium, through October 13, 2025, on the Township accepting any new road permit applications for existing noncompliant private roads or shared driveways. Carried.
